Karen Diaz
Subject: FW: Major apartment project for Bernal-Stanley goes to Pleasanton Council Aug. 6
From: Mike Tassano
Sent: Monday,August 05, 2013 4:47 PM
To: 'Mark Priscaro'
Cc: Karen Diaz; Mayor and City Council; Brian Dolan; Shweta Bonn; Maria Hoey; Nelson Fialho
Subject: RE: Major apartment project for Bernal-Stanley goes to Pleasanton Council Aug. 6
Mark,
I was not in the office on Thursday or Friday, but wanted to follow up with you today to help address some of
the concerns regarding the traffic analysis for this project and the initial work completed with the Housing
Element EIR.
I apologize in advance for the brevity of my responses to each of your areas of concern. I really want to get a
response out to you today and I fear that the only way I will be able to accomplish this is to be brief in my
responses. Please follow up with additional questions and I should be able to get something back to you
tonight or in the morning to clarify areas where my responses don't fully answer your questions.
I am not sure if the 2011 traffic impact report for the Housing Element EIR was sent to you, but in case it was
not, I did find the link after a bit of searching (I have a pdf, but it is 9 megs- I will try to forward it on in a
separate email)the link is here but it includes several reports, not just the traffic report:
http://www.cityofpleasantonca.sov/pdf/H E-DSEIR-APPENDICES-09-2011.pdf
The Traffic Report begins on page 105 of the PDF.
The Traffic Report for the Housing Element included the 3150 Bernal project, along with 16 other housing sites
in the City. This report analyzed 33 intersections and 60 roadway segments. I was also able to use the traffic
model data to review all of our signalized intersections (even those not specifically documented in the traffic
analysis).
The report that was sent to you last week was a supplemental report intended to summarize some of the
findings of the 2011 report and determine the impacts of the project on a more detailed level by looking at the
facilities within the immediate vicinity of the project site.
Your email cited very specific locations that we did review and I will try to summarize briefly here:
1. southbound and northbound traffic on Bernal Avenue between Valley/Stanley and S inol Blvd
The 2011 traffic study did look at the roadway volumes on Bernal Avenue and didn't identify an impact
although it does show a volume increase. The 2013 report was meant to summarize the trip distribution to
and from the Auf de Maur site. Page 16 of the 2013 report shows a trip distribution table that identifies that
about 20 percent of the traffic will use the roadways to the south of the project (Bernal Avenue). I apologize
that we didn't have the consultant include a map, as it makes the distribution of traffic easier to see. Given
this distribution of traffic, the peak hour volumes south of the project site did not reduce the level of service
and the roadway capacity is sufficient to handle the increased volume.
i
