She said she did not necessarily agree with the <br /> proposed cushion of units, said the school district just approved a new demographer report which <br /> should soon be underway, and hoped the City can work with the district on where developments get <br /> built and how these impact schools, given overcrowding. <br /> Councilmember Sullivan noted that prior to Ms. Arkin's arrival, the Council discussed language being <br /> added in documents which reflects the City taking an aggressive or proactive role with the school <br /> district in dealing with overcrowding issues. <br /> Steve Dunn said they have been very vocal and involved in what he believes was a well-run process. <br /> They understand their site will not be included, understands it has been supported as a future <br /> residential site conditioned upon completion of the East Side Specific Plan, and he requested the <br /> Council adopt the Planning Commission's unanimous recommendation to commence and complete the <br /> Specific Plan by June 2013, and they will provide financial and professional entitlement support in the <br /> process. <br /> John Pringle said he believes that the Auf de Maur/Rickenbach site is one of the finest potential <br /> apartment site in the City for reasons of its close access to the downtown and the ability of the site to <br /> incorporate 4.5 acres of retail which is neighborhood serving and carefully thought out with housing and <br /> retail experts. He assured the Council that they are willing to pay their fair share of an El Charro <br /> extension like other property owners which would benefit from it. <br /> Mayor Hosterman closed the public hearing. <br /> Councilmember Cook-Kallio said she believes it is imperative that the Council look at what the Planning <br /> Commission said regarding the specific plan because it is an opportunity to take control over the <br /> destiny of that land. Another RHNA cycle will soon be upon the City; the process needs to be thorough <br /> and include a financing mechanism to connect El Charro Road to 1-580 and to Stanley, and she would <br /> like to see this begin as soon as possible. She also appreciates the fact that people have indicated their <br /> willingness to underwrite this and while it should be done as soon as possible, the Council should take <br /> staffs workload into consideration. <br /> Mayor Hosterman suggested that given new RHNA numbers, after 2014, she asked the Council to also <br /> consider the fact that new information will need to be incorporated into the analysis of an East Side <br /> Specific Plan. <br /> Councilmember Sullivan agrees with the Mayor in that there will be new RHNA allocations by 2014, the <br /> City will have to complete another updated Housing Element, and they need to understand more before <br /> rezoning the East Side and deciding on what is needed. He believes they need to consider the best <br /> way to approach the requirements on the City as well as engaging the community on an east side study <br /> that will provide enough time to work through issues. Councilmember Cook-Kallio said she does not <br /> support the artificial deadline submitted by developers and did not suggest rezoning immediately and <br /> also wants to avoid the situation of being told of any future looming deadlines. Within the constraints of <br /> staff, she did not think starting it early should be a detriment to the process. <br /> Mayor Hosterman suggested asking staff to return with a timeline for beginning a task force process 4-6 <br /> months from now with the idea in mind they may be able to get underway with a task force selection <br /> process and perhaps be underway with going out to the public for input in early 2013. <br /> Councilmember Sullivan said he would rather understand the big picture and did not want to get ahead <br /> of RHNA for rezonings.
