I am a Steering Committee member of <br /> the Pleasanton Ridge & Hillside Protection Association and I'm writing in support of the May 6th letter to the <br /> City Council from our attorney, Stuart Flashman. I am hoping to attend the meeting, but have a work conflict <br /> this afternoon and want to get you my thoughts in case I'm late. <br /> I won't repeat the specifics of the letter, but I will address your action to approve the proposed ordinance. I'm a <br /> former Pleasanton City Council member(8 years), Planning Commissioner (6 years), Energy Committee <br /> member(3 years), and a member of the West Las Positas Interchange Committee (3 years)—not to mention a <br /> participant on several ad hoc committees over the past 15 years. Based on these experiences, 1 think I have a <br /> good understanding of the public process and the limits of City Council power. You may personally believe <br /> that the changes you are attempting to make to Measure PP are appropriate, but you DO NOT have the power to <br /> implement them without CEQA review and a public vote approving them. <br /> If you move forward, you will be ignoring and actively undermining the rights granted to citizens for the <br /> initiative process by the California Constitution. As important as protecting our hills are, this would be a far <br /> more egregious offense.
