You have given much of your time and
effort on the Council, Commissions and Tasks Forces and have had to make important decision
regarding where we spend our City's resources and what decisions will be in the best interest of the
majority of citizens of Pleasanton. I am glad you are committed to spending our money wisely while
sustaining the projects, priorities and services that have been vetted by the majority of the voters.
Avoiding spending money on costly litigation, as some of you have mentioned from your past
experience, seems an efficacious goal for our Council.
Recently some of you have voted in favor of changing Pleasanton's Municipal Code to create
Chapter 18.70, regarding the definition of a "structure, ridge line and ridge" arid amend the intention
of Measure PP without putting it to the vote of our community. As you are well aware, our ridge
lines and hill sides, along with any development on them are of significant interest to the people of
Pleasanton. Changing the definition of a "structure" to include roads, staging areas and water tanks
are another way of altering our hills and ridges for which we have worked so hard to protect.
It is my understanding that the City may be facing more costly litigation as a result of these changes
to the Municipal Code. Legal action due to the changes in the code would no doubt lead to depleting
our City's limited monetary resources with legal fees and be a significant drain on the City staffs time
and energy. Please give your careful consideration to how this decision will affect the wishes of the
majority of our community who voted in favor of PP and its intent to preserve ridge line and hill sides
throughout Pleasanton. Please find a solution of compromise that does not perpetuate more law suits
and deny the wishes of the majority who have also work hard to maintain our community's resources
and natural beauty.
Respectfully,
Kelly Cousins
1
