ARTICLE 4. R-1 One'Family Residential Districts

<br />Sec. 4.10~. Purposes.
<br />In addition to the objectives prescribed in Sec. 1.101, (Objec-
<br />tives), the R,1, one-family residential districts are included in the
<br />zoning ordinance to achieve the following purposes.
<br /> a. To reserve appropriately located areas for family living at teas-
<br /> able population densities consistent with sound standards of
<br /> public health and safety.
<br /> b. To ensure adequate light, air, privacy, and open space for each
<br /> dwelling.
<br /> c. To protect one-family dwellings from the lack of privacy esso-
<br /> ciated with multi-family dwellings.
<br /> d. To provide space for semi-public facilities needed to comple-
<br /> ment urban residential areas and for institutions that require
<br /> a residential environment.
<br /> e. To minimize traffic congestion and to avoid the overloading
<br /> of utilities by preventing the construction of buildings of ex-
<br /> cessive size in relation to the land around them.
<br /> f. To preserve the natural beauty of hillsides and avoid slide and
<br /> drainage problems by encouraging retention of natural vege-
<br /> tati<)n and discouraging improperly controlled mass grading.
<br /> g. To provide necessary space for off-street parking of automo-
<br /> biles and, where appropriate, for off-street loading of trucks.
<br /> h. To protect residential properties from the hazards, noise, and
<br /> congestion created by commercial and industrial traffic.
<br /> i. To protect residential properties from noise, illumination, un-
<br /> sightllness, odors, dust, dirt, smoke, vibration, heat, glare, and
<br /> other objectional influences.
<br /> j. To protect residential properties from fire, explosion, noxious
<br /> fumes, and other hazards.
<br />
<br />Sec. 4.101. Required Conditions.
<br /> a. All uses shall comply with the regulations prescribed in Article
<br /> 2, (Site, Yard, Bulk, Usable Open Space, and Screening and
<br /> Landscaping Regulations).
<br /> b. No use shall be permitted and no process, equipment, or mater-
<br /> iai shall be employed which is found by the City Planning Com-
<br /> mission to be objectionable to persons residing or working in the
<br /> vicinity or injurious to property located in the vicinity by reason
<br /> of odor, insect nuisance, fumes, dust, smoke, cinders, dirt, re-
<br /> fuse, water-carried wastes, noise, vibration, illumination, glare,
<br /> unsightliness, or traffic, or to involve any hazard of fire or
<br /> explosion.
<br />
<br />Sec. 4.102. Permitted Uses.
<br />The following uses shall be permitted:
<br /> a. One-family dwellings in which not re,ore than two paying guests
<br /> may be lodged or boarded.
<br /> b. Raising of fruit and nut trees, vegetables, and horticultural
<br /> specialties.
<br /> c. Temporary subdivision sales offices conducted in accord with
<br /> the regulations prescribed in Article 20, (Temporary Subdivision
<br /> Sales Offices).
<br /> e. Accessory structures located on the same site with a permitted
<br />
<br /> use inclu.ding private garages and carports, one guest house or
<br /> accessory living quarters without a kitchen, storehouse, garden
<br /> structures, greenhouses, recreation rooms, and hobby areas with-
<br /> in an enclosed structure.
<br /> f. Private stable for the keeping of two horses on a site not less
<br /> than 40,000 square feet in area, except that one additional horse
<br /> may be kept for each additional 40,000 square feet of site area,
<br /> provided that no stable shall be located closer than 50 feet to
<br /> any property line, closer than 50 feet to any dwelling on the
<br /> site, or closer than 100 feet to any other dwelling.
<br /> g. Swimming pools used solely by persons resident on the site and
<br /> their guests, provided that no swimming pool or accessory
<br /> mechanical equipment shall be Located in a required front yard
<br /> or less than five feet from a property line.
<br />
<br />Sec. 4.103. Conditional Uses.
<br />The following conditional uses shall be permitted upon the grant-
<br />ing of a use permit in accord with the provisions of Article 24,
<br />(Conditional Uses):
<br /> a. Charitable institutions.
<br /> b. Churches, convents, monasteries, parish houses, parsonages, and
<br /> other religious institutions.
<br /> c. Golf courses.
<br /> d. Nursery schools.
<br /> e. Nursing homes for not more than three patients.
<br /> f. Private recreation parks and swim clubs.
<br /> g. Private non-profit schools, and colleges, not including art, craft,
<br /> music, dancing, business, professional, or trade schools and col-
<br /> leges.
<br /> h. Public utility and public service pumping stations, power sta-
<br /> tions, equipment buildings and installations, ,drainage ways and
<br /> structures, reservoirs, percolation basins, well fields, and stor-
<br /> age tanks, found by the City Planning Commission t~ be nec-
<br /> essary for the public hea~th, safety, or welfare.
<br /> i. Accessory structures and uses located on the same site as a
<br /> conditional use.
<br /> j. Home occupations conducted in accord with the regulations
<br /> prescribed in Article 19 (Home Occupations).
<br />
<br />Sec. 4.104. Off-Street Parking.
<br />Off-street parking facilities shall be provided for each use as pre-
<br />scribed in Article 15, (Off-Street Parking Facilities).
<br />
<br />Sec. 4.105. Off-Street Loading.
<br />Off-street loading facilities shall be provided for each use as pre-
<br />scribed in Article 16, (Off-Street Loading Facilities).
<br />
<br />Sec. 4.106. Signs.
<br />No sign, outdoor advertising structure, or display of any character
<br />shall be permitted except as prescribed in Article 17, (Signs).
<br />
<br />Sec. 4.107. Design Review.
<br />Conditional uses shall be subject to design review as prescribed in
<br />Article 18, (Design Review).
