ARTICLE 3. Agricultural District

<br />Sec. 3.100. Purposes
<br />In addition to the objectives prescribed in Sec. 1.101., (Objectives),
<br />the A agricultural district is including in the zoning ordinance to
<br />achieve the following purposes:
<br /> a. To permit the conduct of certain agricultural pursuits on land
<br /> in the City
<br /> b. To prevent premature urban development of certain lands which
<br /> eventually will be appropriate for urban uses, until the installa-
<br /> tion of drainage works, streets, utilities, and community facil-
<br /> ities makes orderly development possible.
<br /> c. To ensure adequate light, air, and privacy for each dwelling
<br /> unit, and to provide adequate separation between dwellings and
<br /> facilities for housing animals.
<br /> d. To permit certain non-agricultural uses that are incompatible
<br /> with intensive urban development to locate in undeveloped por-
<br /> tions of the City.
<br />
<br />Sec. 3.101. Required Conditions.
<br /> a. All uses shall comply with the regulations prescribed in Article
<br /> 2, (Site, Yard, Bulk, Usable Open Space, and Screening and
<br /> landscaping Regulations).
<br /> b. No use shall be permitted and no process, equipment, or mater-
<br /> ials shall be employed which is found by the City Planning
<br /> Commission to be objectionable to persons residing or working
<br /> in the vicinity or injurious to property located in the vicinity by
<br /> reason of odor, fumes, dust, smoke, cinders, dirt, refuse, water-
<br /> carried wastes, noise, vibrations, illumination, glare, unsightli-
<br /> ness, or traffic, or to involve any hazard of fire or explosion,
<br /> provided that permitted agricultural pursuits conducted in ac-
<br /> cord with good practice shall not be deemed a nuisance~
<br />
<br />Sec. 3.102. Permitted Uses.
<br />The fellowing uses shall be permitted.
<br /> a. One-family ,dwellings and farm employee heusing for persons
<br /> empIoyed on the premises. Not more than one dwelling unit,
<br /> other than farm employee housing, shall be permitted on each
<br /> site.
<br /> b. Field an.d truck crops and horticultural speciaIties.
<br /> c. Home occupations conducted in accord with the regulations
<br /> prescribed in Article 19, (Home Occupations).
<br /> d. Livestock and poultry raising for private, nomcommercial use,
<br /> and private kennels an.d stables, provided that any building or
<br /> enclosure in which animals or fowl, except domestic pets, are
<br /> contained shall be at least 100 feet from any R, 0, C, I-P, or P
<br /> district.
<br /> e. Nurseries, green houses and botanical conservatories.
<br /> I. Orchards and vineyards.
<br /> g. Accessory structures and uses located on the same site with a
<br /> permitted use including barns, stables, coops, tank h~)uses, stor-
<br /> age tanks, windmills, other farm outbuildings, private garages
<br /> and carports, one guest house or accessory living quarters with-
<br /> out a kitchen for each dwelling on the site, storehouses, garden
<br /> structures, greenhouses, recreation rooms and hobby shops, and
<br /> storage of petroleum preducts for the use of persons residing
<br /> on the site.
<br />
<br />Sec. 3.103. Conditional Uses.
<br />The following uses shall be permitted upon the granting of a use
<br />
<br />permit, in accord with the provisions of Article 24, (Condi
<br />uses):
<br /> a. Agricultural processing plants and wineries.
<br /> b. Airports and heliports
<br /> c. Animal sales yards.
<br /> d. Apiaries.
<br /> e. Automobile and motorcycle racing stadiums and drag str
<br /> f. Cemeteries, cremateries, and columbariums.
<br /> g. Charitable institufigns and social service and social w
<br /> centers.
<br /> h. Churches, convents, monasteries, parish houses, parsonage~
<br /> other religious institutions.
<br /> i. Commercial kennels.
<br /> j. Commercial and private recreation facilities.
<br /> k. Dairies and processing of dairy products.
<br /> 1. Drive-in theaters.
<br /> m. Fertilizer plants and yards.
<br /> n. Fur farms and rabbit raising.
<br /> o. Garbage and refuse incineration.
<br /> p. Gas and oil wells.
<br /> q. Golf courses and golf driving ranges.
<br /> r. Guest ranches.
<br /> s. Hospitals, sanitariums, and nursing homes.
<br /> t. Labor camps.
<br /> u. "Hog and livestock raising, not including feed lots where
<br /> than 50% of the feed is imported."
<br /> v. Nursery schools.
<br /> w. Poultry raising, egg processing, and hatcheries.
<br /> x. Private schools and colleges.
<br /> y. Public utility and public service pumping stations, powe
<br /> tions, equipment buildings, installations, and service ,.
<br /> drainage ways and structures, water reservoirs, percolatim
<br /> ins, well fields, storage tanks, an.d railroad facilities
<br /> the City Planning Commission to be necessary for the 1
<br /> health, safety, or welfare.
<br /> z. Riding academies and stables.
<br /> aa. Rifle and pistol ranges.
<br /> bb. Roadside stands for the sale of agricultural preduce gro~
<br /> the site.
<br /> cc. Sanitary landfill operations.
<br /> dd. SIaughterhouses.
<br /> ce. Veterinarians' offices.
<br /> ff. Accessory structures and uses located on the same site
<br /> con'ditional use.
<br />Sec. 3.104. Off-Street Parking.
<br />Oil-street parking facilities shall be provided for each use a~
<br />scribed in Article 15, (Off-Street Parking Facilities).
<br />Sec. 3.105. Off-Street Loading
<br />Off street loading facilities shall be provided for each use a~,
<br />scribed in Article 16, (Off-Street Loading Facilities).
<br />Sec. 3.106. Sig~s.
<br />No signs, outdoor advertising structure, or display of any cha~
<br />shall be permitted, except as prescribed in Article 17, (Signs)
<br />Sec. 3.107. Design Review.
<br />Conditional uses shall be subject to design review as prescrlb
<br />Article 18, (Design Review). Applicants are advised to confer
<br />the Zoning Administrator before preparing detailed plans.
