ARTICLE 5. RM Multi-Family Residential Districts <br /> <br /> ARTICLE 5. P~I MULTI-FAMILY RESIDENTIAL DISTRICTS <br />Sec. 5.100. Purposes. <br />In. addition to the objectives prescribed in Sec. 1.101, (Objectives), <br />the RM multi-family residential districts are inclu'ded in the zoning <br />ordinance to achieve the following purposes: <br /> a. To reserve appropriately located areas for family living in a <br /> variety of types of dwellings at a reasonable range of popula- <br /> finn densities consistent with sound standards of public health <br /> and safety. <br /> b. To preserve as many as possible of the desirable characteristlcs <br /> of the one-family residential district while permitting higher <br /> population densities. <br /> c. To ensure adequate light, air, privacy, and open space for each <br /> dwelling unit. <br /> d. Tu provide space for semi-public facilities needed to comple- <br /> ment urban residential areas and space for institutions that re- <br /> quire a residential environment. <br /> e. To minimize traffic congestion and to avoid the overloading <br /> of utilities by preventing the construction of buildings of ex- <br /> cessive size in relation to the land around them. <br /> f. To provide necessary space for off-street parking of automo- <br /> biles and, where appropriate, for off-street loading of trucks. <br /> g. To protect residential properties from the hazards, noise, and <br /> congestion created by commercial and industrial traffic. <br /> h. To protect residential properties from noise, illumination, un- <br /> sightliness, odors, dust, dirt, smoke, vibration, heat, glare, and <br /> other objectionable influences. <br /> i. To protect residential properfies from fire, explosion, noxious <br /> fumes, and other hazards. <br /> <br />Sec. 5.101. Required Conditions. <br /> a. All uses shall comply with the regulations prescribed in Article <br /> 2, (Site Yard, Bulk, Usable Open Space, and Screening and <br /> Landscaping Regulations). <br /> b. No use shall be permitted, and no process, equipment, or mat- <br /> erial shall be employed which is found by the City Planning <br /> Commission to be objectionable tn persons residing or working <br /> in the vicinity or injurious to property located in the vicinity <br /> by reason of odor, insect nuisance, fumes, dust, smoke, cinders, <br /> dirt, refuse, water-carried wastes, noise, vibration, illumination, <br /> glare, unsightliness, or traffic, or to involve any hazard of fire <br /> or explosion. <br /> <br />Sec. 5.102. Permitted Uses. <br />The following uses shall be permitted: <br /> a. 0ne4amily dwellings in which not more than three paying <br /> guests may be lodged or boarded. <br /> b. Multi-family dwellings. <br /> c. Combinations of attached or detached dwellings including du- <br /> plexes, multi-family dwellings, dwelling groups, row houses, and <br /> town houses. <br /> d. Swimming pools used solely by persons residents on the site <br /> and their guests, provided that no swimming pool or accessary <br /> equipment shaB be located in a required front yard or less <br /> than five feet from a property line. <br /> f. Nursing humes for not more than three patients. <br /> g. Accessory structures and uses located on the same site as a <br /> permitted use. <br /> <br />Se~. 5.103..Conditional Uses. <br />The following conditional uses shall be permitted upun the grant- <br /> <br />ing of a use permit, in accord with the provisions of Artb <br />(Conditional Uses): <br /> a. Charitable institutions. <br /> b. Churches, convents, monasteries, parish houses, parsona~ <br /> other religious institutions. <br /> e. Golf eoursos. <br /> d. Hospitals, sanitariums, and nursing homes, not ineludir <br /> pitals, sanitariums, or nursing homes for mental, drug <br /> or liquor addict eases. <br /> e. In the RM-1,500 district only, lodging houses. <br /> f. In the R31-1,500 district only, motels. <br /> g. Nursery schools. <br /> h. Private recreation parks and swim clubs. <br /> i. Private schools and colleges, not including art, craft, <br /> dancing, business, professional, or trade schools and er <br /> j. Private non-commercial einbs and lodges, not including <br /> halls. <br /> k. Public utiIity and public servlee pumping stations, pow <br /> tions, equipment buildings and installations, drainage ws <br /> structures, reservoirs, percolation basins, well fields, aa <br /> age tanks found by the City Planning Commission to l <br /> essary for the public health, safety, or welfare. <br /> 1. RM-1,500 District: Reduced Site Area Per Dwellir <br /> with Parking Under or Within Structure. <br />In an R~I-1,500 district where all required parking is located <br />or within the same structure as the dwelling units serve <br />dwelling unit shall be permitted for each 1,200 square feet <br />area. <br /> <br />Sec. 5.105. Design P~view. <br />All permitted uses except one family dwellings, and all con~ <br />uses shall be subject to design review as prescribed in Art <br />(Design Reviesv).
