(b) Ranking of Projects. Following the public hearing, the <br />City Council shall rank the proposed projects using the general criteria <br />of (1) environmental factors, (2) factors related to capital improve- <br />ments, and (3) lower-income housing factors which shall be more com- <br />pletely delineated in a resolution establishing the project ranking <br />criteria. <br /> <br /> (1) In making its determination on submitted projects, <br /> the City Council may impose conditions upon a <br /> project as may be determined to be necessary or <br /> desirable to implement the General Plan of the <br /> City of Pleasanton, to accomplish the purposes <br /> and objectives of this ordinance, and to insure <br /> that the commitments advanced by an applicant <br /> are carried out. <br /> <br /> (2) The City Council, in making its determination, <br /> shall not have the power to change the design of <br /> a project previously approved by the Planning <br /> Commission, City Council or Design Review Board. <br /> <br /> (c) Selection of Projects. The highest ranking single- <br />family projects and the highest ranking multiple projects shall receive <br />development approval subject to the following: <br /> <br /> (1) The total number of approved units shall exceed <br /> by no more than 15% the yearly allocation pre- <br /> viously set by the City Council pursuant to <br /> Section 2-20.06 for that particular development <br /> period; <br /> <br /> (2) The City Council may approve for dev~Iopment fewer <br /> units than the yearly allocation; <br /> <br /> (3) The City Council may not reduce the size of a sub- <br /> mitted project in granting development approvals; <br /> <br /> (4) A minimum of 25% of the total approved units in <br /> any year must be allocated to each of the City's <br /> two sewage service areas - the Sunol area and the <br /> DSRSD area; and <br /> <br /> (5) Projects in the DSRSD area shall compete only <br /> within each of the priority schedules established <br /> in the 1972 Settlement Agreement (B-l, B-2, etc.); <br /> all projects ~or which applications have been sub- <br /> mitted) within a given priority schedule must have <br /> received development approval before any project <br /> in a lower priority schedule receives development <br /> approval. <br /> <br /> -8- <br /> <br /> <br />
