(b) Ranking of Projects. Following the public hearing, the City Council shall rank the proposed projects using the general criteria of (1) environmental factors, (2) factors related to capital improve- ments, and (3) lower-income housing factors which shall be more com- pletely delineated in a resolution establishing the project ranking criteria. (1) In making its determination on submitted projects, the City Council may impose conditions upon a project as may be determined to be necessary or desirable to implement the General Plan of the City of Pleasanton, to accomplish the purposes and objectives of this ordinance, and to insure that the commitments advanced by an applicant are carried out. (2) The City Council, in making its determination, shall not have the power to change the design of a project previously approved by the Planning Commission, City Council or Design Review Board. (c) Selection of Projects. The highest ranking single- family projects and the highest ranking multiple projects shall receive development approval subject to the following: (1) The total number of approved units shall exceed by no more than 15% the yearly allocation pre- viously set by the City Council pursuant to Section 2-20.06 for that particular development period; (2) The City Council may approve for dev~Iopment fewer units than the yearly allocation; (3) The City Council may not reduce the size of a sub- mitted project in granting development approvals; (4) A minimum of 25% of the total approved units in any year must be allocated to each of the City's two sewage service areas - the Sunol area and the DSRSD area; and (5) Projects in the DSRSD area shall compete only within each of the priority schedules established in the 1972 Settlement Agreement (B-l, B-2, etc.); all projects ~or which applications have been sub- mitted) within a given priority schedule must have received development approval before any project in a lower priority schedule receives development approval. -8-
