develop at any time and shall not be subject to the allocation mechan- -- <br />ism of the Residential Allocation Program. <br /> <br /> (1) Single-family residences, although exempt from <br /> the allocation mechanism, shall be required to <br /> meet any mandatory criteria contained in the reso- <br /> lution established pursuant to Section 2-20.10(b). <br /> <br /> (2) All existing permit and building regulations shall <br /> apply to exempt single-family residences. <br /> <br /> (b) Subsidized, Lower-Income Projects. The allocation for <br />subsidized, lower-income housing developments established under Section <br />2-20.06(c) shall be available for projects on a first come, first serve <br />basis, subject to the following: <br /> <br /> (1) All existing City approvals must have been obtained <br /> and the subsidizing agency must have approved <br /> funding for the project prior to application for <br /> use of this special allocation. <br /> <br /> (2) Application for use of this special allocation may <br /> occur at any time during the year. <br /> <br /> (3) In the event a proposed project contains more units <br /> than the yearly allocation for these projects estab- <br /> lished in Section 2-20.06(c) and as carried over <br /> in subsequent years pursuant to Section 2-20.12, <br /> the project sponsor may apply to the City Council <br /> for permission to develop a larger number of units <br /> than are presently available for subsidized, lower- <br /> income housing. <br /> <br /> (4) In the event that the City Council agrees to allow <br /> a development exceeding the subsidized, lower-income <br /> housing allocation, the allocation for this purpose <br /> at the subsequent year's allocation shall be appro- <br /> priately reduced. <br /> <br /> Section 2-20.08. Eligibility Requirements for ~rojects Requiring <br /> Residential Allocation Program Ap.proval. <br /> <br /> (a) Prior Approvals Necessary. In order to be considered <br />for development approval pursuant to Section 2-20.10, a project must <br />have received all prior governmental approvals, except for subdivision <br />approval, at least 30 days prior to the City Council's annual meeting <br />for hearing and selecting projects for that year's development.
