(e) Direct growth in a manner which will insure a proper <br />relationship to community needs and capabilities. <br /> <br /> (f) Encourage and facilitate development proposals which <br />accomplish the objectives of the general plan. <br /> <br /> (g) Encourage developments which (1) promote energy con- <br />servation and (2) take into consideration in their design the physical <br />characteristics of the land and developments adjacent to the area in <br />which they are located. <br /> <br /> (h) Insure that capital improvements identified in the <br />General Plan and required to adequately serve the area to be developed <br />are provided in whole or in part. <br /> <br /> (i) Encourage greater commercial/industrial development in <br />order to provide greater in-valley employment opportunities for present <br />and future residents of present and future residential developments. <br /> <br /> Section 2-20.04. Residential Allocation Required. Except as <br />otherwise provided in this Chapter, no subdivision shall be accepted <br />for filing which creates residentially developable lots nor shall <br />any building permit be issued for any new residential unit, including <br />a mobile home, unless the development has received development approval <br />from the City Council pursuant to Section 2-20.10. <br /> <br /> Section 2-20.05. Exemptions. The provisions of Section 2-20.04 <br />of this chapter shall not be applicable to the following projects: <br /> <br /> (a) Single-family residence on a legally existing, R-1 or A <br />zoned lot, including lots legally in existence prior to the effective <br />date of this ordinance and lots legally created under subsections (d) <br />and (e) below, when the single family lot does not lie within a final <br />tract with five (5) or more lots undeveloped. <br /> <br /> (b) Projects which obtained sewer permits in accordance <br />with Resolution No. 77-108 in the Sunol sewer service area. <br /> <br /> (c) Subsidized lower-income housing developments using the <br />special development allocation established for subsidized housing pro- <br />jects as set forth in Section 2-20.06(c) of this Chapter. <br /> <br /> (d) Subdivisions of four or fewer lots. <br /> <br /> (e) Subdivisions creating lots with a minimum lot size <br />of 20 acres. <br /> <br /> (f) Mobile homes and other living quarters on school sites <br />and commercial properties for security purposes, not exceeding one <br />dwelling per site. <br /> <br /> (g) Condominium conversion subdivisions. <br /> <br /> -4- <br /> <br /> <br />
