(f) Uncontrolled residential development has caused or <br /> aggravated in the past and will cause or aggravate in the future the <br /> following conditions: <br /> <br /> (1) Speculation in land values with a premature over- <br /> taxing of agricultural property. <br /> <br /> (2) The construction of residential developments <br /> within the community away from centralized <br /> shopping areas and public facilities, requiring <br /> dependency upon the automobile. <br /> <br /> (3) The construction of homogeneous, predominately <br /> single family detached housing which is unavail- <br /> able to persons within the community who have <br /> low and moderate incomes. <br /> <br /> (4) A continuation of the existing imbalance between <br /> residential and commercial/industrial development <br /> in favor of residential development resulting in <br /> a large commuter population. <br /> <br /> (5) The construction of and improvements to public <br /> facilities on a crisis basis. <br /> <br /> (6) An overburdening of some municipal services and <br /> facilities in certain areas of the City and the <br /> construction of public facilities and utilities <br /> which cannot be fully utilized in other parts of <br /> the City. <br /> <br /> (g) A large amount of the acreage to be developed in the <br /> City of Pleasanton within the next twenty years is set aside for com- <br /> mercial/industrial uses in order to encourage greater amounts of in- <br /> valley employment. <br /> <br /> Section 2-20.03. Objectives. The protection of the public health, <br />safety and general welfare requires the establishment of a Residential <br />Allocation Program to accomplish the following: <br /> <br /> (a) Encourage development which fills in existing vacancies <br />near community facilities, decreasing dependency upon the automobile. <br /> <br /> (b) Coordinate City planning and land regulation in a <br />manner consistent with the general plan. <br /> <br /> (c) Facilitate and implement the realization of general <br />plan goals which cannot be accomplished by zoning alone. <br /> <br /> (d) Provide significant incentives to developers to include <br />subsidized housing in their undertakings or provide financial assist- <br />ance to accomplish this goal. <br /> <br /> -3- <br /> <br /> <br />
