courage commercial/industrial uses which will assist in employing -. <br />residents of Pleasanton and help decrease dependency upon commuting <br />to the Hayward-Oakland area for employment, the City Council does <br />not wish to limit the number of commercial/industrial connections <br />which will be available annually. <br /> <br /> Section 2-20.02. Findings. The City Council of the City of <br />Pleasanton hereby finds and determines: <br /> <br /> (a) The City of Pleasanton has adopted a comprehensive <br />general plan which is intended to provide a logical, orderly, effi- <br />cient and environmentally sound manner of development. This ordin- <br />ance, among other things, is intended to implement the policies and <br />goals of the general plan. <br /> <br /> (b) The City of Pleasanton is located in a valley which <br />has been designated a critical air basin due to the inability of the <br />area to meet the air quality standards established by the Clean Air <br />Act of 1972. <br /> <br /> (c) The City of Pleasanton is also located in a valley <br />which has had imposed upon its sewage treatment facilities discharge <br />standards that are required to prevent degradation of the underground <br />water supply for this valley and for the Niles Cone area. The Regional <br />Water Quality Control Board, San Francisco Bay Region, in conjunction <br />with the State Water Resources Control Board and the Environmental <br />Protection Agency, has established a program for sewage treatment ~ <br />plant consolidation and wastewater disposal which will be funded with <br />87½% state and federal grants. In order to obtain state and federal <br />assistance the City of Pleasanton had to agree to abide by a growth <br />rate which concurs with the State Department of Finance Series II <br />E/0 Population projections; said projections contemplate a growth rate <br />in the City of Pleasanton of approximately 2% per year for the next <br />twenty years. <br /> <br /> (d) Properties within the City receive sewerage service <br />from either the City's Sunol sewage treatment plant or the Dublin <br />San Ramon Services District (hereinafter DSRSD) sewage treatment <br />plant. The Sunol facility is scheduled to be consolidated with the <br />DSRSD facility. The Sunol plant is nearing its treatment capacity <br />and cannot exceed that capacity prior to consolidation with the <br />DSRSD plant. The availability of treatment capacity at the DSRSD <br />plant is subject to a 1972 Settlement Agreement and priority schedule. <br />(City of Pleasanton v. Valley Community Services District and Related <br />Intervenors, Alameda County Supervisors Court Civil No. 423134). <br /> <br /> (e) Upon consolidation, the area served by the Sunol sewage <br />treatment plant will be served by capacity reserved in the DSRSD sewage <br />treatment plant for development within the Sunol area, the amount of <br />reserve being determined in the consolidation agreement; the area <br />within the City of Pleasanton served by the DSRSD sewage treatment <br />plant will be served by capacity reserved in the DSRSD sewage treat- _. <br />ment plant specifically for that area, the amount again being deter- <br />mined in the consolidation agreement. Capacity reserved for either <br />the Sunol or DSRSD areas cannot be used to serve land located in the <br />other area. <br /> <br /> -2- <br /> <br /> <br />
