DRAFT <br /> there was no resolution at the Housing Commission to make that recommendation, and <br /> so it will move on to the City Council as such. <br /> Mr. Dolan continued that the Planning Commission has never been asked to make any <br /> recommendation on Affordable Housing Agreements, and staff would typically bring it <br /> forward to the Commission in the staff report only as a point of information. <br /> In summary, Mr. Dolan stated that the Housing Commission has its own process, in the <br /> same way that the Planning Commission goes through its own; both Commissions deal <br /> with the matters within their purviews and then give side-by-side recommendations on <br /> those matters to the City Council. He added that the Housing Commission would not <br /> wait for the Planning Commission to determine, for example, the building height, before <br /> doings its work; and similarly, the Planning Commission should do its work and go <br /> through its process independently of the Housing Commission's process. <br /> Commissioner Posson thanked Mr. Dolan for the clarification. <br /> THE PUBLIC HEARING WAS OPENED. <br /> Marty lnderbitzen, representing the owner, Pleasant Partners, stated that the project's <br /> entire team is present tonight, including Mike Walker on behalf of the owner; Brett Leon <br /> and Todd Regonini with Sares-Regis, Project Managers; Padru Kang arid John Thatch <br /> with Dahlin Architecture and Planning, Project Architects; David Gates and Paul <br /> Stevens with Gates + Associates, Landscape Architects; Brock Roby with BKF <br /> Engineers, Project Engineer; and David Gold from Morrison and Foerster, CEQA Legal <br /> Counsel. He thanked staff on behalf of the entire team, noting that Mr. Dolan and <br /> Mr. Otto have shown great leadership and worked with the team for quite a while now in <br /> bringing this project forward. He noted that while they have had their differences, there <br /> was a pretty common vision for what ought to happen on this site, and he is proud to <br /> say that from the first presentation out of the box, the owner team put together <br /> something that was really fitting and appropriate for this site. He further noted that City <br /> staff had a number of issues that they wanted the project team to address, which were <br /> done along the way, and he believes the team has brought a really good project to the <br /> City that provides mutual benefit for both the City and for the owner. <br /> Mr. Inderbitzen presented the history of the project, noting that this was actually initiated <br /> by the owner as an application to expand the office uses on this site with three new <br /> office buildings measuring a total of about 500,000 square feet and a small hotel. He <br /> indicated that this occurred at about the time the City was going through a transit- <br /> oriented development (TOD) process in North Pleasanton, and this site was right on the <br /> edge of what would have been included with the TOD development. He continued that <br /> at that time, the City had a housing cap, so it made good sense for this site to go on an <br /> office campus path.
