• Summary of trends in office, industrial, and R&D/flex space in the city and Tri-Valley <br /> region, comparing occupancy rates, lease rates, construction, and absorption. The commercial <br /> real estate analysis will include interviews with brokers and developers active in the Tri- <br /> Valley region. <br /> • SE will analyze trends in Pleasanton sales tax data from retail stores and business-to-business <br /> sales by store type or industry sector. A retail spending leakage analysis will be performed to <br /> determine if unmet demand exists in particular retail categories. It is assumed that sales tax <br /> data will be provided by the City of Pleasanton via HdL Companies. <br /> • SE will also use sales tax data to analyze the performance of major shopping centers and <br /> areas of likely change in Pleasanton, if the city is able to furnish confidential sales tax data <br /> (by center and store categories) and center descriptions (including square feet, format, etc.). <br /> This analysis will allow SE to characterize the centers by their performance as average, over- <br /> performing, or under-performing. <br /> • SE will summarize the hotel market, relying on data from existing market reports and <br /> transient occupancy tax revenue reports. The hotel performance data— including STR Global <br /> market reports—will be provided by the City of Pleasanton and/or the Tri-Valley Convention <br /> & Visitors Bureau and/or the Tri-Valley Tourism Business Improvement District. <br /> Interim Deliverable: Brief memorandum offindings. <br /> Task 4: Fiscal Contribution by Sub-area <br /> SE will collect data from the Finance Department (leveraging the General Plan fiscal analysis) on the <br /> General Fund revenues and costs for various employment areas in the city for the most recent year for <br /> which data is available. The analysis will focus on property, sales, and transient-occupancy tax revenue <br /> sources and major cost drivers such as public safety and parks. If additional information is needed, SE <br /> may submit specific follow-up questions to major city departments — such as Finance, Operations <br /> Services, Community Services, and Police and Fire. This task will illustrate the fiscal dynamics in <br /> Pleasanton by sub-areas of the city, allowing the team to gain an understanding of the relative <br /> contributions of each area to the General Fund, and identifying areas that may be under-performing from <br /> a fiscal perspective. These factors will be incorporated into a qualitative "order of magnitude" analysis <br /> since the physical boundaries of available data sources are not likely to align with other sub-areas <br /> identified in Task 5. <br /> Interim Deliverable: Tables, charts, and maps describing findings. <br /> Task 5: Sub-Area Industry Analysis (up to five sub-areas) <br /> After the initial citywide employment analysis is completed, SE will work closely with City Staff to <br /> identify and delineate up to five sub-areas of economic importance in one of several ways: as major <br /> wealth generators, major fiscal contributors, major centers of employment activity, or as areas that could <br /> experience future employment growth. The likely sub-areas to be analyzed in this task are: Downtown <br /> Pleasanton, Hacienda Business Park, Stoneridge Shopping Center, Valley Business Park, and/or East <br /> Pleasanton. SE will profile and provide in-depth analysis of the selected sub-areas, examining <br /> characteristics such as: <br /> • Number of businesses, number of jobs, and average firm size. <br /> • Business establishment"births,""deaths,"and"moves"(if data is available). <br /> • Firm types by key industry categories, with particular attention to industries that are heavily <br /> concentrated in Pleasanton and the Tri-Valley region. <br /> • Relative fiscal performance (based on the findings of Task 4). <br /> Pleasanton Economic Development Strategic Plan Update -3- <br />
