SCOPE OF SERVICES <br /> Task 1: Project Initiation <br /> The Strategic Economics (SE) Team will participate in a kick-off meeting with the Economic Vitality <br /> Committee (EVC) to discuss the finalized scope of work, schedule, and deliverables, and receive <br /> feedback on the major issues and opportunities for Pleasanton's economic development strategy. <br /> Following the kick-off meeting, the SE Team will tour the city with City Staff, with a special focus on <br /> major employment centers (Hacienda), large shopping centers (Stoneridge), and areas undergoing <br /> significant change(East Pleasanton). <br /> Task 2: Citywide Demographic and Employment Patterns <br /> In this task SE will examine Pleasanton's demographic, commute, and employment trends to clarify <br /> Pleasanton's competitive advantages relative to the Tri-Valley and Bay Area regions. SE will draw from <br /> the citywide data collected for the October 2012 "Economic and Market Analysis for East Pleasanton <br /> Specific Plan," as appropriate. SE will also contextualize the findings within broader national trends in <br /> employment and demographic changes as appropriate. The subtasks will include the following: <br /> • Employment and business trends - SE will analyze employment, industry, and business trends <br /> by examining local and regional Tri-Valley and East Bay trends using 2009 National <br /> Establishment Time Series (NETS) data gathered during SE's analysis o:'East Bay business <br /> trends for the East Bay Economic Development Alliance (EBEDA). Entrepreneurship (new <br /> business formation or "births") by industry will also be examined using NETS data provided <br /> by Jon Haveman. To provide a more recent picture of employment trends, SE will <br /> supplement the NETS analysis with findings from interviews with EVC members and City <br /> Staff. If the NETS data is deemed inadequate for certain industries, SE may request business <br /> license data from the city to round out the analysis. <br /> • Demographic and household characteristics — SE will update major demographic and <br /> household characteristics based on available U.S. Census data. <br /> • Commute patterns — Using US Census LEHD data previously gathered for the East <br /> Pleasanton Specific Plan and the most recent Pleasanton Transportation Systems <br /> Management program survey, SE will describe the commute patterns of existing residents <br /> and workers in the city. SE will also characterize the community's"jobs-housing balance" by <br /> estimating the ratio of employed residents to jobs within Pleasanton. <br /> • Growth forecasts - SE will estimate future population, housing, and employment growth by <br /> reviewing past trends and planned development in Pleasanton, as well as projections from the <br /> Association of Bay Area Governments. <br /> • Stakeholder interviews- To supplement the quantitative analysis, SE will conduct up to 10 <br /> interviews with business owners/representatives, developers, brokers, City Staff, consultants <br /> for the Cultural Arts Master Plan, and other stakeholders. <br /> Interim Deliverable: Figures, charts, and tables describing findings. <br /> Task 3: Commercial Real Estate Market Overview <br /> SE will assemble an overview of performance of commercial real estate, including office, industrial, <br /> flex/R&D, hotel, and retail uses in the city, and provide analysis of the data's implications for future <br /> demand. When possible, SE will seek efficiencies by summarizing or updating data already presented in <br /> the October 2012 Economic and Market Analysis for East Pleasanton Specific Plan.
