• Location and amenities of job centers, including access/connections to transit and <br /> transportation networks. <br /> The results of these sub-area analyses will be incorporated in the Background Report, and used to develop <br /> place-specific strategies in the Economic Development Strategic Plan. <br /> Interim Deliverable: Figures, charts, and tables describing findings <br /> Task 6: Gap Analysis and Background Report Preparation <br /> SE will prepare a background report including an assessment of Pleasanton's economic, fiscal, and <br /> business strengths and weaknesses compared to the Tri-Valley, identifying existing gaps or deficiencies. <br /> The report will identify strategies to address weaknesses and encourage growth. An Executive Summary <br /> section will highlight the most significant findings, particularly with respect to those that prioritize actions <br /> that can be taken to promote economic development in Pleasanton. SE will deliver an Administrative <br /> Draft for review and comment by City Staff, the EVC, and other appropriate stakeholders identified in <br /> conjunction with City Staff. Within 21 calendar days of receiving a single integrated set of comments <br /> from reviewers, a final report will then be delivered, and SE will present the findings at a city council <br /> meeting/study session. <br /> Deliverable:Administrative Draft Background Report <br /> Deliverable: Final Background Report and Public Presentation <br /> Task 7: Economic Assets Summary Report <br /> SE will prepare a two- to three-page economic assets summary report —a document intended to help the <br /> city recruit new businesses and new commercial development by crafting a narrative tying diverse <br /> analytical metrics to the larger picture of Pleasanton as a desirable business destination. At the onset of <br /> this task, SE will hold a conference call with the economic indicators subcommittee of the EVC, review <br /> the "economic indicators" draft report, and hold a meeting with City Staff and the Economic <br /> Development Strategic Plan subcommittee of the EVC (or, optionally, the full EVC) to ensure that there <br /> is agreement about the goals and content of the document. SE will then develop the content based on the <br /> data and findings uncovered during the previous tasks and deliver an Administrative Draft summary <br /> report to City Staff and EVC subcommittee. SE will deliver revised final summary report within 21 days <br /> of receiving integrated comments from City Staff and the EVC subcommittee. The report will be <br /> produced as a Word document with charts in Microsoft Excel to facilitate additional graphic design by <br /> another party. <br /> Deliverable:Administrative Draft Qf economic assets summary report <br /> Deliverable: Final economic assets summary report in Microsoft Word and Excel formats <br /> Task 8: Economic Development Strategic Plan Preparation <br /> SE will draft an initial Economic Development Strategic Plan document framework incorporating the <br /> results of the background analysis and feedback-to-date from the EVC and City Staff. SE will hold a <br /> study session with City Staff and the EVC to review the framework and ensure it properly identifies and <br /> confirms Pleasanton's economic development goals, issues, and primary strategies. Based on feedback on <br /> the framework, SE will prepare an Administrative Draft of the Economic Development Strategic Plan. <br /> The plan will describe economic context, existing conditions, and describe implementation actions to <br /> improve Pleasanton's competitiveness and fiscal health. The plan will also include measurable goals and <br /> suggest tools for ongoing data collection to assess progress toward goals. <br /> SE will present the Administrative Draft of the Economic Development Strategic Plan to the EVC and <br /> gather feedback. SE will modify and re-submit the plan based on this feedback. Within 21 calendar days <br /> Pleasanton Economic Development Strategic Plan Update -4- <br />
