NEW SEGMENTS <br /> Staff recommends that the following segments be added to the ordinance. These <br /> additions will not result in any changes to the posted speed limit. These segments are <br /> identified on the CRS map as "non-local" roadways and require inclusion in the <br /> Municipal Code for radar enforcement. <br /> Canyon Way <br /> This segment consists of five lanes (3 westbound and 2 eastbound) separated by a <br /> concrete median with a posted speed limit of 25 mph. The critical speed is 29 mph <br /> which supports a 30 mph speed limit. The recommended speed limit is 25 mph. The <br /> short length of this segment, limited sight distance due to the horizontal curvature of the <br /> roadway, and high collision rate support this recommendation. <br /> Case Avenue <br /> This segment consists of two lanes separated by a two way left turn lane and has a <br /> posted speed limit of 25 mph. The critical speed is 32 mph which supports a 30 mph <br /> speed limit. The recommended speed limit is 25 mph. Although the critical speeds <br /> suggest a limit 5 mph higher, the presence of a high volume of pedestrians from the <br /> senior housing facility, the middle school, and the elementary school support a lower <br /> limit. <br /> Laurel Creek Way <br /> This roadway consists of four lanes (2 westbound and 2 eastbound) separated by a <br /> landscaped median. The critical speed is 31 mph supporting a 30 mph limit. The <br /> recommended speed limit is 25 mph. Although the critical speed would support a <br /> slightly higher limit, the limited sight distance, midblock pedestrian crossings and high <br /> collision rate support a lower limit. <br /> Owens Drive <br /> The segment between Hopyard Road and Johnson Drive consists of five lanes (2 <br /> westbound and 3 eastbound) separated by a landscaped median. The critical speed is <br /> 31 mph supporting a 30 mph limit. The recommended speed limit is 30 mph. <br /> Saint Mary Street <br /> This roadway consists of 2 undivided lanes. The critical speed is 29 mph which <br /> supports a 30 mph speed limit. The recommended speed limit is 25 mph. Although the <br /> critical speed would support a slightly higher limit, the numerous residential and <br /> commercial driveways, frequent pedestrians and a collision rate that is more than <br /> double that of comparable streets support this recommendation. <br /> Valley Avenue <br /> The segment between Case Avenue and Oak Vista Way consists of two undivided <br /> lanes and has a posted speed limit of 35 mph. The critical speed of 36 mph supports <br /> the existing posted limit. <br /> The segment between Oak Vista Way and Bernal Avenue consists of two lanes divided <br /> by a landscaped median with a posted limit of 25 mph.
