The segment from Owens Drive (south) and 1,000 feet north of Owens Drive (north)
consists of two lanes divided by a two-way left turn lane. The posted limit is 35 mph.
The critical speed was 31 mph supporting a 30 mph speed limit. The recommended
speed limit is 30 mph.
Laguna Creek Lane
This roadway consists of two undivided lanes with a posted speed limit of 30 mph. The
critical speed was 39 mph supporting a 40 mph speed limit. The large pedestrian
volume traveling to and from the neighboring park and school support the
recommended speed limit of 35 mph.
Owens Drive
All four segments of Owens Drive were reviewed with one having a critical speed 3 mph
lower than the posted limit. This segment consists of six lanes divided by a landscaped
median and is located between the Chabot Canal and Rosewood Drive. The posted
limit is 45 mph and a critical speed of 42 mph was recorded. The recorded critical
speed supports a 40 mph speed limit. The recommended speed limit is 40 mph.
Pleasanton Avenue
The segment from Angela Street to Bernal Avenue consists of two undivided lanes.
This roadway is classified as a local road on the California Road System Map and can
be removed from the ordinance. This will allow us to reduce the speed limit from the
posted speed limit of 30 mph to 25 mph.
Springdale Avenue
This segment of Springdale Avenue has 4 divided lanes and a posted limit of 30 mph.
The critical speed was 27 mph supporting a 25 mph speed limit. The recommended
speed limit is 25 mph.
Valley Avenue
The segment between Sunol Boulevard and Case Avenue consists of two undivided
lanes and has a posted speed limit of 25 mph. The critical speed is 35 mph supporting
a 35 mph speed limit. The large pedestrian volume traveling to the two nearby schools,
adjacent senior housing and uncontrolled trail crossing all support the recommended
limit of 30 mph.
Willow Road
Both segments of Willow Road consist of four lanes separated by a center left turn lane.
The segment between Stoneridge Drive and West Las Positas Boulevard has a critical
speed of 37 mph. This segment is listed in the municipal code as having a 40 mph limit.
The critical speed of 37 mph supports a reduction in that limit to 35 mph.
The segment between Owens Drive and Stoneridge Drive has a critical speed of 39
mph supporting a 40 mph speed limit. The midblock pedestrian crossing and the higher
than average accident rate support the recommended limit of 35 mph.
