(1) Establishment of Yearly Housing Construction <br />Goals. The City Council, following a public hearing, <br />s't'FfY establish annually the number of residential units <br />desired to be constructed for the next year and, if it <br />so chooses, the number of units within certain categories <br />(eg. single-family or multiple units) in order to meet <br />the General Plan goals and policies. The total number <br />of units desired to be constructed shall be the annual <br />housing target. In making this determination the City <br />Council shall consider the following: <br /> <br /> (i) The General Plan growth rate; <br /> <br /> (ii) Number of residential units authorized <br /> by long-term agreements; <br /> <br /> (iii)The number of residential units <br /> previously authorized but not <br /> developed, including exempt units; <br /> <br /> (iv) The number of residential units <br /> authorized in previous years; and <br /> <br /> (v) Comments received at the public <br /> hearing held in conjunction with <br /> the allocation. <br /> <br /> (2) Lower-Income ttousing Set-Aside. The <br />City Council may set aside at least ten percent (10%) <br />of the annual housing target for lower-income housing <br /> <br /> (3) Yearly Allocation for Smaller Projects. <br />After establishing the annual housing target, the City <br />Council shall establish the yearly allocation for <br />smaller projects. This allocation shall be the number <br />of units remaining to be constructed after units allowed <br />to be built for that year in long-term agreements and <br />the lower-income set-aside have been deducted from the <br />annual housing target. <br /> <br /> (4) Application Procedures. At the meeting <br />at which the City Council establishes the yearly allocation <br />for smaller projects, it shall establish the date for <br />commencement of receipt of applications for development <br />approval of smaller projects. A developer may apply <br />for approval at any time on or following the date set <br />for receipt of such applications for that annual period <br />in accordance with the guidelines established pursuant <br />to Section 2-20.08. <br /> <br /> (5) Projects Eligible to Apply.
