<br /> Patterson Plaza EIR, Patterson. Project manager and principal preparer of an EIR analyzing the proposed
<br /> development of a 178,000 square-foot retail center that would be anchored by a Walmart store on 16.75
<br /> acres in the City of Patterson. The Walmart store would total 158,000 square feet and be surrounded by three
<br /> commercial retail outlots with a development potential of 20,000 square feet. Issues of concern include air
<br /> quality, noise,traffic, and urban decay. The Patterson City Council certified the EIR and approved the project in
<br /> 2010. The project is scheduled to break ground in 2012.
<br /> Sonora Lowe's Home Improvement Warehouse/ Old Wards Ferry Road Realignment Project EIR,Sonora.
<br /> Project manager of an EIR analyzing the development of a 138,900 square-foot Lowe's Home Improvement
<br /> Warehouse and the associated realignment of Old Wards Ferry Road. The City of Sonora had previously
<br /> analyzed the store and the road realignment in separate MNDs. In 2007,the Court of Appeal de-certified the
<br /> Lowe's MND on the grounds that it failed to evaluate the road realignment,which it determined to be part of
<br /> the project,and ordered the City to prepare a new CEQA document that evaluated both components. Hence,
<br /> MBA was retained to prepare an EIR to evaluate both the Lowe's store and the road realignment. The Draft EIR
<br /> is currently circulating for public review. The Sonora City Council certified the EIR in May 2009 and approved
<br /> the project in June 2009. The Lowe's and road realignment projects were completed in 2010.
<br /> North Camino Ramon Specific Plan and EIR,San Ramon. Serving as project manager to prepare the Specific
<br /> Plan EIR and associated environmental review for the North Camino Ramon Specific Plan Area EIR. The
<br /> specific plan boundaries encompass approximately 250 acres of existing developed commercial and industrial
<br /> land uses in the northern portion of San Ramon. The intent of the specific plan is to guide the logical and
<br /> orderly transition of these properties to higher and better uses, including large-floor plate retail, high-density
<br /> residential,and mixed-uses. Additionally,the specific plan will address the need for public plazas and open
<br /> space, centralized parking facilities, and public transit, bicycle,and pedestrian amenities. MBA is providing
<br /> technical assistance to the specific plan preparer and will prepare the EIR for the plan when complete. Issues
<br /> of concern include air quality, noise, public services, and transportation.
<br /> Santa Rosa Lowe's Home Improvement Warehouse Project EIR,Santa Rosa. Project manager and principal
<br /> preparer of an EIR analyzing the development of a 155,000 square-foot Lowe's and 9,000 square feet of
<br /> smaller retail uses in Santa Rosa. The 11.77-acre project site contains several trucking and vehicle repair
<br /> businesses that would be removed as part of the development of the proposed project. Issues of concern
<br /> included air quality and noise impacts on a nearby mobile home park,traffic, and potential urban decay
<br /> impacts from the closure of competing businesses. The Santa Rosa City Council certified the EIR in May 2009.
<br /> Walters Road West Project EIR,Suisun City. Project manager and principal preparer of an EIR for a 227,000-
<br /> square-foot commercial retail project located on 20 acres in the eastern portion of Suisun City at the
<br /> intersection of SR-12 and Walters Road. The project would be anchored by a 215,000-square-foot Walmart
<br /> store and also include an 8,000 square-foot sit-down restaurant and a 12-pump gas station with a 4,000-
<br /> square-foot convenience store. Issues of concern included airport land-use compatibility,traffic, and urban
<br /> decay. The Suisun City Council certified the FIR and approved the project in February 2008. Following
<br /> approval, a local activist organization filed suit against the EIR and approvals. A Solano County trial court
<br /> upheld the adequacy of the EIR and approvals in 2008 and an appellate court did the same in 2010.
<br /> Laurel-O'Hara Retail Center IS/MND,Oakley. Project manager and principal preparer of an IS/MND for a
<br /> 55,000 square-foot commercial retail project in Oakley at the intersection of Laurel Road and O'Hara Avenue.
<br /> The project consists of 26,000 square feet of commercial retail uses, a 17,000 square-foot pharmacy with
<br /> drive-thru, a 4,000 square-foot bank with drive thru ATMs, and a 12-pump gas station. Issues of concern
<br /> included air quality, neighborhood compatibility, noise, and traffic. The City of Oakley ultimately completed the
<br /> CEQA documentation for this project in 2007. The project was completed in 2011.
