<br /> Commons at Madera Fair Project EIR, Madera. Assistant project manager and principal preparer of an EIR
<br /> for a proposed 306,500-square foot commercial retail center in Madera California. The project is located on
<br /> 35-acres of the Madera District Fair and would be anchored by a 172,000 square-foot Lowe's Home
<br /> Improvement store. The project approvals included annexing the fairgrounds site into the City of Madera.
<br /> Issues of concern included air quality, noise,traffic congestion, utility improvements, and water supply. The
<br /> Madera City Council certified the EIR and approved the project in August 2007 and the project was completed
<br /> in 2008.
<br /> Cabrillo Corners Office/Retail Project EIR,Half Moon Bay. Project manager and principal preparer of an EIR
<br /> for a proposed 100,000-square foot office and retail development in Half Moon Bay. The project is located on
<br /> 5 acres adjacent to the intersection of SR-1 and SR-92. Issues of concern included impacts on Pilarcitos
<br /> Creek,the California red-legged frog, and the San Francisco garter snake, as well as aesthetics, air quality,
<br /> noise, and traffic.
<br /> Del Rio Commercial Area Specific Plan EIR,Atascadero. Serving as project manager and principal preparer
<br /> of an EIR that will evaluate a specific plan encompassing approximately 39 acres in Atascadero. The Specific
<br /> Plan seeks to guide the development of two developments with a total development potential of 260,000
<br /> square feet and 50 dwelling units. One of the developments would be anchored by a 129,000 square-foot
<br /> Walmart and feature two outlots totaling 10,000 square feet. The other would feature smaller retail and
<br /> restaurant uses with a total development potential of 120,900 square feet. The Specific 'Ian requires a
<br /> General Plan Amendment. Issues of concern include cultural resources, hydrology and water quality, noise,
<br /> traffic,and urban decay. The Draft EIR was released in February 2011.
<br /> Wildomar Gateway Project EIR, Riverside County. Project manager and principal preparer of an EIR for a
<br /> 234,000 square foot commercial retail center in the unincorporated community of Wildonar in Riverside
<br /> County. The project is located on a 25.38-acre site near Interstate 15 and would contain a 195,000 square-
<br /> foot Walmart Supercenter and five smaller outparcels totaling 39,000 square feet. Issues of concern included
<br /> air quality, biological resources, noise,traffic congestion, utility improvements,and the pctential for urban
<br /> decay from closure of competing businesses.
<br /> Redlands Crossing Project EIR, Redlands. Project manager and principal preparer of ar DR for a 310,000
<br /> square foot commercial retail center in Redlands. The project is located on a 33.3-acre site near State Route
<br /> 210 and would contain a 235,000 square-foot Walmart Supercenter and nine smaller outparcels totaling
<br /> 75,000 square feet. Issues of concern included air quality, land use, noise,traffic congestion, and the
<br /> potential for urban decay from closure of competing businesses.
<br /> Apartment Complex EIRs, Fontana. Managed and prepared the EIRs for three proposec apartment
<br /> complexes in North Fontana. The three projects were the subject of vociferous local opposition and required
<br /> additional coordination with the City of Fontana,the applicants,and sub-consultants to address the concerns
<br /> raised by various parties. Relevant environmental issues included air quality,geology, land use, mineral
<br /> resources, noise, public services and utilities, and traffic and circulation.
<br /> Fagan Canyon Specific Plan EIR,Santa Paula. Analyzed various environmental aspects of a proposed 2,500-
<br /> unit subdivision (includes 25,000 sq ft of commercial retail, 59.8 acres of parks,two elementary school sites,
<br /> major off-site utility improvements, and a public trail system) in central Ventura County. The project was the
<br /> subject of organized local opposition as well as close scrutiny by numerous agencies. Accordingly, document
<br /> preparation was subject to dramatic revision with little to no notice. The environmental issues discussed in the
<br /> DR included air quality, aesthetics, biological resources, cultural resources,geology, hazardous materials, land
<br /> use and planning, noise, public services and utilities, public safety and risk of upset,transportation,circulation,
<br /> and water resources. The Santa Paula City Council certified the EIR in December 2005.
