<br /> entitlement of Environmental Impact Reports(EIRs)for large-scale, complex projects and n the preparation of
<br /> Mitigated Negative Declarations(MNDs) and Initial Studies (155)commercial, retail, and complex mixed-use
<br /> projects in environmentally sensitive areas. He has also managed CEQA projects related to general plan
<br /> amendments, zone changes, conditional use permits, master plans, and specific plans. I-is areas of emphasis

<br /> Eagle Ranch Specific Plan,Atascadero,CA. Assistant Project Manager for the preparation of an
<br /> environmental constraints analysis for the proposed Eagle Ranch Specific Plan. The project,which would
<br /> develop within discrete building envelopes on a 3,500-acre site,would consist of a resort hotel,village and
<br /> highway commercial land uses, a park, an equestrian staging area, and open space areas. Residential areas
<br /> would include densities ranging from 4,500 square foot lots to 20-acre lots. Multi-housing is also proposed for
<br /> the site. The proposed land use plan also includes proposed road right-of-way,equestrian trails,and a class 1
<br /> multi-use path. Environmental topics analyzed included agricultural suitability, biological constraints,cultural
<br /> resources constraints,fiscal analysis,flood zone/hydrology analysis,slope analysis,traffic sensitivity analysis,
<br /> and wildfire/emergency connectivity analysis.Jason will also serve as Assistant Project Manager for
<br /> preparation of a full-scope EIR.
<br /> Turkey Creek Estates, Placer County,CA. Jason is participating in the preparation of the EIR for the Turkey
<br /> Creek Estates project which consists of a General Plan Amendment to Low Density Residential, rezone to
<br /> Residential Single-Family combining minimum Building Site of 10,000 square-feet for the quarter acre lots in
<br /> Village 1 and Residential Single-Family combining minimum Building Site of 20,000 square-feet(RS-B-10 and
<br /> RS-B-20)for the half acre lots in Villages 2 and 3, "large-lot"vesting tentative subdivision map to merge and re-
<br /> subdivide the two existing parcels into three large parcels, and a "small-lot"vesting tentative subdivision map
<br /> to create lots for individual single-family detached homes. The proposed Turkey Creek Estates project would
<br /> include a total of 393 residential lots, 3 parks, and 15 open space areas on 251 acres. Significant issues to
<br /> be addressed in the EIR being prepared for the project site include air quality, biological resources, cultural
<br /> resources, hydrology and water quality, public services, utilities, and recreation,soils,geology, mineral
<br /> resources,and seismicity,and transportation and circulation.
<br /> Forest Lake Village, Pollock Pines,CA. Project manager for the preparation of the IS/MND for the Forest
<br /> Lake Village project which included a zone change from Commercial—Sierra Design (C-DS)to Commercial—
<br /> Planned Development(C-PD),tentative subdivision map creating two commercial parcels, 16 residential units
