P11-0824(Downtown Hospitality Guidelines),P12-0798(Pleasanton Municipal Code Amendments) <br /> Initial Study and Negative Declaration <br /> Special events and hospitality uses, such as music, entertainment, and bars are <br /> already allowed Downtown. The underlying zoning map establishing where these <br /> uses may be located is not proposed to change. These types of events and <br /> commercial land uses were addressed in the Pleasanton General Plan and its <br /> corresponding EIR. The Pleasanton General Plan EIR states that increased motor <br /> vehicle traffic due to implementation of proposed General Plan would cause an <br /> increase in traffic at study intersections that would be substantial in relation to the <br /> existing traffic load and capacity of the street system. The Pleasanton General Plan <br /> EIR requires mitigation measures at 4 intersections (i.e., Owens Dr. at Hopyard Rd.; <br /> Stanley Blvd. at El Charro Rd.; Stoneridge Dr. at El Charro Rd.; Sitoneridge Dr. at <br /> Johnson Dr.) due to increased motor vehicle traffic as a result of implementation of <br /> the General Plan and capacity of the street system. The mitigations include <br /> roadway improvement measures such as the restriping and redesigning of these <br /> intersections. These mitigation measures would be implemented as required. With <br /> the implementation of these improvements, this impact is deemed less than <br /> significant. In the Pleasanton General Plan EIR all other potential transportation <br /> related impacts with no mitigation were deemed less than significant:. <br /> The Housing Element and CAP EIR includes a mitigation related to transportation. <br /> The Housing Element and CAP EIR states that development facilitated by the <br /> General Plan Amendment and rezonings could potentially add traffic to the regional <br /> roadway network to the point at which they would operate unacceptably under <br /> cumulative plus project conditions. The mitigation requires development facilitated <br /> by the Housing Element and its related General Plan amendments and rezonings to <br /> contribute fair-share funds through the payment of the City of Pleasanton and Tri- <br /> Valley Regional traffic impact fees to help fund future improvements to local and <br /> regional roadways. This mitigation would be implemented as required. With this <br /> mitigation, this impact was still deemed significant and unavoidable. In the Housing <br /> Element and CAP EIR all other transportation impacts with no mitigation are <br /> deemed less than significant. <br /> No construction is proposed, and increases in occupancy above Code, such as the <br /> Fire Code, are not proposed. The proposed project is not anticipated to create any <br /> new or additional impacts which have not already been studied in the Pleasanton <br /> General Plan and Housing Element and CAP EIRs.
