The project does not involve the transport, use or disposal of hazardous materials. <br /> The project will not emit hazardous emissions or involve the handling of hazardous <br /> materials. <br /> The proposal would change the time trigger for when a Conditional Use Permit is <br /> required from 10:00 p.m. to 11:00 p.m. for restaurants serving alcohol. This <br /> change is not anticipated to impact airport operations at the Livermore Municipal <br /> Airport or create airplane-related safety hazards to people residing or working in the <br /> area. <br /> Special events and hospitality uses, such as music, entertainment, and bars are <br /> already allowed Downtown. The underlying zoning map establishing where these <br /> uses may be located is not proposed to change. Increases in occupancy above <br /> Code, such as the Fire Code, are not proposed. These types of events and <br /> commercial land uses were addressed in the Pleasanton General Plan and its <br /> corresponding EIR. The Pleasanton General Plan EIR required no <br /> mitigation/improvement measures for hazards and hazardous materials and <br /> deemed all hazard and hazardous material impacts without mitigation as being less <br /> than significant, or of no impact. <br /> The Housing Element and CAP EIR does include mitigations related to sites 11 and <br /> 14 (in the East Pleasanton Specific Plan Area) identified in the EIR. The mitigations <br /> relate to potential impacts to airport operations at the Livermore Municipal Airport or <br /> airplane-related safety hazards to people residing or working in the area. These <br /> mitigations will be implemented for projects proposed on sites 11 and 14 as <br /> applicable. <br /> The proposed project is not anticipated to create any new or additional impacts <br /> which have not already been studied in the Pleasanton General Plan and Housing <br /> Element and CAP EIRs.
