BACKGROUND To limit the impacts that replacing the building will have on ongoing Sports Park activities and to control overall project costs, project bid documents specified a prefabricated structure that will be constructed off site. Overall building quality will assure a fifty year anticipated life and include concrete flooring, masonry walls, a metal roof and increased venting to reduce interior odors. Also included are LED vandal resistant lighting, low flow toilets and water fixtures and where practical, stainless steel materials. Overall the building is approximately 640 sq. ft., and will include restrooms, a concession stand, and a utility room. In addition to the new building structure, the project includes an upgrading of the back flow and check assembly, the replacement of adjacent sidewalks, and electrical service changes. The project will commence in January and will be completed within two months. DISCUSSION Bids Sealed bids for this project were opened on October 31, 2012. Seven bids were received, ranging from $342,607 to $402,800 (see Attachment 1, Bid Summary). The engineer's estimate for this project was $350,000. The low bid of $342,607 was received from JFC Construction, Inc., of Martinez, California. Since all bid documents were found to be in order and past work performed by this contractor was verified to be satisfactory, staff is recommending award of the construction contract to this firm. Budget Staff recommends that the construction contingency amount for this project be set at $34,933, approximately 10% of the construction contract, due to potential unforeseen conditions that become apparent during the demolition phase. Schedule A prefabricated building is being used in order to have the least impact on the Sports Park and to expedite completion of the project by the beginning of March when Little League season begins.
