BACKGROUND <br /> To limit the impacts that replacing the building will have on ongoing Sports Park <br /> activities and to control overall project costs, project bid documents specified a <br /> prefabricated structure that will be constructed off site. Overall building quality will <br /> assure a fifty year anticipated life and include concrete flooring, masonry walls, a metal <br /> roof and increased venting to reduce interior odors. Also included are LED vandal <br /> resistant lighting, low flow toilets and water fixtures and where practical, stainless steel <br /> materials. Overall the building is approximately 640 sq. ft., and will include restrooms, a <br /> concession stand, and a utility room. In addition to the new building structure, the <br /> project includes an upgrading of the back flow and check assembly, the replacement of <br /> adjacent sidewalks, and electrical service changes. The project will commence in <br /> January and will be completed within two months. <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this project were opened on October 31, 2012. Seven bids were <br /> received, ranging from $342,607 to $402,800 (see Attachment 1, Bid Summary). The <br /> engineer's estimate for this project was $350,000. <br /> The low bid of $342,607 was received from JFC Construction, Inc., of Martinez, <br /> California. Since all bid documents were found to be in order and past work performed <br /> by this contractor was verified to be satisfactory, staff is recommending award of the <br /> construction contract to this firm. <br /> Budget <br /> Staff recommends that the construction contingency amount for this project be set at <br /> $34,933, approximately 10% of the construction contract, due to potential unforeseen <br /> conditions that become apparent during the demolition phase. <br /> Schedule <br /> A prefabricated building is being used in order to have the least impact on the Sports <br /> Park and to expedite completion of the project by the beginning of March when Little <br /> League season begins. <br /> Page 2 of 3 <br />
