Examples of this approach include the Kottinger Task Force, the Downtown Hospitality <br /> Guidelines Task Force, East Pleasanton Task Force and the Historic Preservation Task <br /> Force. <br /> Advantages — This option allows the City Council to establish specific outcomes that it <br /> wants related to peace based services and to develop a limited term vehicle for <br /> incorporating community support for meeting its goals. Due to the staff support, the <br /> Council would have some assurance that its intent is carried out. Also, the Council could <br /> decide on changing the committee's status to a City standing committee or commission <br /> at some time in the future. Because the Task Force will be City Council directed and <br /> likely include Council representation, there would be less opportunity for generating <br /> controversial positions that may be divisive in the community. <br /> Disadvantages — May require a more narrow focus than anticipated by Mr. Norman or <br /> City Council members as it focuses on obtaining specific deliverables avid/or outcomes. <br /> Financial Impact — The actual financial impact would be related to the outcomes <br /> identified by the City Council. More tangible items such as development of public <br /> awareness material would most likely require specialized consultant services. A more <br /> specific financial impact could be developed after the Council identifies its goals. <br /> Option 3 — Facilitate a Community Roundtable Discussion on Peace Related Issues. <br /> Summary - With this option, the City would convene an open forum for residents and <br /> organizations such as the Veterans of Foreign Way, the Chamber of Commerce, PUSD, <br /> Pleasantonians for Peace, etc., for the purpose of having an open discussion on peace <br /> and non-violence related topics. The City would provide meeting space, public <br /> advertisement, and some administrative support. The roundtable could meet regularly, <br /> such as every quarter, or on a more ad hoc basis depending on demand and participant <br /> request. Unlike Options 1 and 2, this event would not be City directed or function to <br /> meet any specific goals or outcomes identified by the City Council. Rather, the City's <br /> role would be to facilitate discussion and open dialogue. The exact term of the <br /> roundtable would be based on interest and demand. The forum would not be advisory to <br /> the City Council but would have the opportunity to make requests of the Council related <br /> to funding or support of a specific effort. <br /> Advantages — The primary advantage of this option is that it establishes a spring board <br /> for facilitating a peace related discussion that may result in a more organic vision or <br /> activities that have the support of the community. Due to the open nature of this <br /> approach, the discussions would be topical and based on the interest of those <br /> attending. Finally, the forum would set its agenda and be free to pursue it without direct <br /> City influence. <br /> Disadvantages — Due to the fact that the forum is removed from City defined duties or <br /> deliverables, it may not result in programs or products that directly support City services <br /> or efforts. As such, long term the City may be hard pressed to justify its continued <br /> Page 4 of 6 <br />
