Also, tangible programs such as writing contests or education <br /> program related to anti-bullying or tolerance envisioned by Mr. Norman may be limited. <br /> Financial Impact — Most likely the City would provide meeting space and limited staff <br /> support. Specific studies or material would not be anticipated. <br /> Option 4 — Facilitate Creation of a Foundation with a Peace Based Focus <br /> Summary - This option assumes that the City would provide the administrative and <br /> financial support needed to create a foundation (or non-profit organization) whose <br /> purpose would be to promote the programs identified by Mr. Norman. Once formed, the <br /> organization would function independently and not be associated with the City. As an <br /> independent organization, its Board of Directors would be determined by its by-laws and <br /> have the opportunity to pursue its own agenda without any potential repercussions from <br /> the City. <br /> This option would be similar to any other service focused non-profit or foundation such <br /> as the Community of Character Collaborative. <br /> Advantages — The primary advantage of this option is that is provides support <br /> establishing a legal vehicle for an organization that would focus on promoting those <br /> ideals and programs identified by Mr. Norman. As a private entity, it could set its own <br /> agenda, membership, programs and focus. Also, it could actively engage in fundraising <br /> that would enable it to carry-out its mission. Depending on the level of effort and <br /> success of its Board and members it would have the opportunity to expand its programs <br /> and message beyond the borders of Pleasanton. As a non-profit, it would be eligible for <br /> funding as part of the City Grants program. <br /> Disadvantages — The primary disadvantage is that like all non-profits, considerable <br /> effort is required by its founding members to obtain its objectives. Also, it would not <br /> have the advantage of City administrative support or be associated with the City. <br /> Financial Impact — Minimal impact related to preparation of legal document to establish <br /> the organization. Also, as noted, it could request City grant funding. <br /> Option 5- Include a Discussion of these Options as Part of the City Council's Next <br /> Priority Setting Process <br /> Summary - The City Council could also choose to incorporate a decision on the item as <br /> part of its next priority setting process which would enable it to discuss the matter within <br /> the context of other City priorities and projects. Staff anticipates conducting the next <br /> process sometime this winter after the new council is seated. <br /> Advantages — This option would allow the Council to consider this matter in the context <br /> of all other City priorities which may be beneficial in determining level of effort and <br /> scheduling. <br /> Page 5 of 6 <br />
