MOTION: It was m/s by Sullivan/Cook-Kallio to waive full reading and adopt Resolution No. 12- <br /> 568 opting-in the Alameda County Mandatory Commercial Recycling Ordinance. Motion carried <br /> by the following vote: <br /> Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Vice-Mayor Thorne <br /> Noes: None <br /> Absent: Mayor Hosterman <br /> BREAK: Vice-Mayor Thorne called a brief recess at 8:31 p.m. and reconvened the regular <br /> meeting at 8:38 p.m, with all members of the Council present. <br /> 11. Public Hearing: P12-1691; City of Pleasanton — Consideration of a General Plan <br /> Amendment to the Housing Element to amend Program 9.1 and Background Section on <br /> Potential Governmental Constraints to Housing <br /> Director of Community Development Dolan presented the agenda report, stating that the <br /> Council adopted the Housing Element in February 2012. Following consideration and response <br /> by the State Department of Housing and Community Development (HCD) in May, staff has <br /> prepared a number of changes for the Council's consideration. <br /> He directed the Council's attention to Exhibit A, which contains the only change to language in <br /> any of the proposed policies. After reviewing the Housing Element, HCD requested that the City <br /> add language agreeing to simplify the number of steps contained within the current growth <br /> management program. Staff is supportive of the concept and believes it can be accomplished <br /> without affecting the substance of whatever it is the Council ultimately decides during its <br /> comprehensive revision of the program. <br /> He noted several changes to the background report, which essentially provides more data or <br /> additional analysis as requested by HCD. He directed the Council to page 84, where HCD <br /> requested more detail on the regulations within the City's Zoning Ordinance that allow <br /> residential uses. HCD also felt that the last three columns of the table were not necessarily <br /> pertinent to the topic. Staff reformatted the existing table and provided an additional table on the <br /> following page. Mr. Dolan noted this information is simply an extraction of facts from the current <br /> regulations of the Zoning Ordinance for the purposes of constructing a table and is not new <br /> information or policy. He noted that since distributing the agenda report, staff had made <br /> changes to the bottom two lines relating to the recently adopted design standards and <br /> guidelines as well as the special BART standards and guidelines to reflect the Council's action. <br /> He directed the Council's attention to page 87, where staff added a brief description of the <br /> standards and guidelines at HCD's request. <br /> Councilmember Sullivan requested clarification on the table titled "Housing Types Permitted by <br /> Zone." Specifically, he asked how the "PUD" column relates to others. Mr. Dolan stated that it <br /> relates to the PUDs adopted and the associated standards for sites 22 through 33 and reminded <br /> him that the table is simply a different assembly of information already contained within the <br /> Zoning Ordinance or within PUDs as standards and guidelines. <br /> Councilmember Sullivan requested clarifying language to reflect that while something is a <br /> permitted use in a certain district, there is also a required PUD process.
