• All three (3) of the multi-use fields should be designed to accommodate <br /> soccer, lacrosse, rugby and football. As such, the field dimensions <br /> should be as large as the site and setbacks will allow to provide <br /> maximum flexibility of use. <br /> • Permanent pads should be provided for the storage of soccer and/or <br /> football goals. <br /> • Ensure that trail connections to Bernal Avenue, Valley Avenue and <br /> surrounding residential developments are made through the adjacent <br /> open space, consistent with the Trails Master Plan. <br /> • Develop portions, or all of the Oak Woodland open space area, and <br /> where possible, encourage riparian or "creek style" drainage for major <br /> water runoff areas (multi-use fields). <br /> • Explore the design of "terraced seating" for major spectator areas near <br /> the premier multi-use field. <br /> • Consider incorporating one or more areas within the park for small- <br /> scale design elements that could be built or funded by the Rotary Club <br /> or other local service organizations. <br /> Although the Plan was approved by the Commission in 2009, at the direction of the City <br /> Manager it was not forwarded or presented to the City Council for its review due to <br /> significant project budget constraints that had become evident. <br /> The Draft Schematic Plan has been revised to incorporate the recommendations listed <br /> above and was reviewed and approved by the Parks and Recreation Commission at its <br /> meeting on August 23, 2012. The design of Phase II generally follows the Master Plan <br /> design that was prepared by M. D. Fotheringham, Landscape Architect, which was <br /> approved by the Council in May, 2006. <br /> PROJECT DESCRIPTION <br /> As now envisioned, Phase II will develop approximately 15 acres of parkland <br /> immediately north of Phase I, and include the construction of three (3) all-weather <br /> lighted synthetic fields suitable for soccer, football, rugby or lacrosse; three (3) parking <br /> areas with a total capacity of approximately 212 vehicles; a food concessions building <br /> and public restrooms in a central plaza area, group picnic area, a generous children's <br /> play apparatus area, Maintenance Division storage building, lighted pathways, <br /> landscaping, and other related amenities. In addition, improvements tc a portion or all <br /> of the adjacent Oak Woodland open-space area are planned. <br /> As with other phased City projects, an emphasis will be placed upon maintaining an <br /> overall design theme so that all phases of the project will appear to have been <br /> constructed at one time, and reflect the vision of the project's original landscape <br /> Page 3 of 6 <br />
