PROJECT FUNDING AND FINANCIAL IMPACT <br /> The Bernal Community Park Reserve for Phase 2 improvements (CIP 017045) has a <br /> current fund balance of $5,150,000. Preliminary estimates indicate that the cost of <br /> construction for Phase 2 will be approximately $15.8 million (Attachment 3). Combined <br /> with other funds potentially available for park development, staff estimates a funding <br /> gap of approximately $5.5 million. To address this gap staff is recommending a range of <br /> options including working with local sport clubs to coordinate a fund raising effort. Note <br /> that the exact construction cost, and therefore the total park cost will not be known until <br /> the formal bid process is concluded. <br /> BACKGROUND <br /> In August 2004, the City Council confirmed M.D. Fotheringham Landscape Architects, <br /> Inc. of San Francisco, as the winner of a professional design competition for the overall <br /> Bernal Property Master Plan. As park the Bernal Property Master Plan the City <br /> developed a Park Master Plan and a schematic design that anticipates four park phases <br /> including: <br /> Phase I — Lighted baseball fields with restroom, play areas and parking <br /> Phase II — Lighted multi-purpose fields with seating, a plaza are, small group picnic area <br /> and parking <br /> Phase III- Could include another lighted baseball field with seating, amphitheater, trails, <br /> parking, a potential cultural arts center, and a park maintenance facility <br /> Phase III — Could include potentially include additional lighted field and/or other active <br /> spaces <br /> Phase I construction has been completed, is fully paid for and to date, has been a <br /> successful well received park that is providing the opportunity for lighted baseball fields <br /> as anticipated at the start of the park planning process. <br /> On October 21, 2008, following a formal selection process, the City Council awarded <br /> the design contract for the Park's second phase to the firm of Harris Design of Oakland. <br /> The firm's principal, Mr. Bill Harris, had successfully completed several similar projects <br /> in the past and came highly recommended. Harris Design has prepared a Draft <br /> Schematic Plan for Phase II which generally follows the overall Master Plan prepared by <br /> M.D. Fotheringham, with some adjustments made to the layout of facilities due to the <br /> influence of project phasing and the availability of sanitary sewer infrastructure. <br /> The Draft Schematic Plan was first reviewed by the Parks and Recreation Commission <br /> at its regular meeting in April, 2009. At that time, the Commission approved the Draft <br /> Schematic Plan and provided the following recommendations and suggested revisions: <br /> • Architectural design for Phase II should endeavor to match the contemporary <br /> architecture of the Phase I buildings in form, and should provide for a "bold" entry <br /> or gateway to the main plaza and multi-use field. Shade structures of fabric or <br /> other materials should be investigated to provide immediate and permanent <br /> shade for plaza and picnic areas. <br /> Page 2 of 6 <br />
