PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on July 25, 2012, to review the <br /> proposed project. Detailed information on this meeting is provided by Attachment #3, <br /> excerpts of the Planning Commission minutes. Staff provided an alternative building <br /> elevation for the north and west elevations of the kiosk building with added trellis detail. <br /> Mr. Jason Gomes, Safeway, Inc., was present and spoke in favor of the proposal and to <br /> answer questions. Scott Trobbe, South Bay Development, was present and spoke in <br /> favor of the proposal. There was no other public testimony on the proposed project. <br /> The Planning Commission discussed the history of a proposed service station on the <br /> Pleasanton Gateway Development, circulation and stacking, and the functions of the <br /> proposed Safeway staff on-site monitors (fuel ambassadors). When asked by the <br /> Planning Commission, Mr. Comes stated that the on-site monitors receive proper <br /> training, and are authorized by Safeway to direct traffic through the pump islands and to <br /> waive vehicles away if necessary. Mr. Comes added that Safeway can draw from the <br /> grocery store's managers or from its Dublin service station staff to accommodate a staff <br /> absence, and that the station would not pump fuel if it didn't have sufficient staff. <br /> When asked by the Planning Commission, staff stated that the trip generation used in <br /> the stacking analysis is based on the operations of the Safeway Dublin and Livermore <br /> service stations as well as the service station's proximity to the 1-680 freeway. The trip <br /> generation used in the stacking analysis is the highest peak level for this service station <br /> at this location, and results in a peak stacking of 15 vehicles that the 18-vehicle stacking <br /> area will accommodate. The presence of the on-site service station monitors will <br /> ensure efficient circulation through the pumps. <br /> After receiving public testimony, the Planning Commission approved the three <br /> applications on a 5-0 vote subject to the staff recommended conditions and with the <br /> alternative building elevation for the north and west elevations of the kiosk building. <br /> Staff and the applicant concur with the Planning Commission's recommendations. (The <br /> City Council exhibits include the revised kiosk elevation and a corrected canopy design <br /> eliminating the sign on the canopy's south elevation.) <br /> DISCUSSION <br /> A detailed analysis and discussion of the proposal is covered in the attached Planning <br /> Commission staff report, dated July 25, 2012. To summarize the attached Planning <br /> Commission staff report, the proposed service station: <br /> 1) is consistent with the Land Use Element and the Community Character Element <br /> of the Pleasanton General Plan and the Bernal Property Specific Plan; <br /> 2) is consistent with the permitted and conditionally permitted uses approved for <br /> the Pleasanton Gateway Development Plan by Ordinance 2014; <br /> 3) will have negligible impact to on-site parking and the levels-of-service at nearby <br /> City intersections; <br /> 4) will provide adequate stacking area for queued vehicles; <br /> 5) will provide on-site pump-island monitors (fuel ambassadors) to ensure efficient <br /> traffic flow through the pump islands; <br /> Page 7 of 10 <br />
