WORKPLAN Deliverables: One Electronic copy of die Summary of Comments/Meeting Minutes Subtask 8.4- FCS will prepare the Administrative Draft EIR and submit c: pies to the City Administrative Draft review,which will include the following: Environmental Impact Report Project Description. One of the first key actions of the EIR process will be to finalize a project description for the project and project alernatives. We will work with the City to prepare a description that articulates the project's overall objectives based on the City's direction. FCS will expand the project description prepared for the NOP to create a complete description of the Plan that reflects comments received on the NOP and input provided at Task Force meetings and other public workshops. Intended uses of the EIR (as required by CEQA Guidelines Section 15124(d)) will be provided,including a list of responsible and other agencies expected to use the FIR in decision making,and a list of approvals for which the EIR will be used. Establishment of Thresholds of Significance. FCS will utilize the City's environmental thresholds; accordingly,we will formulate a hybrid, or combined,list based on Appendix G of the CEQA Guidelines and any particular thresholds that pertain to the Specific Plan. In addition to the general standards of significance identified in the CEQA Guidelines, there are established thresholds applicable to this project, including but not limited to: • Air quality (Bay Area Air Quality Management District's [BAAQMD]) thresholds for toxic area contaminants and construction and operations emissions,as well as its per capita Green House Gas (GHG) thresholds (although the 2011 guidelines were recently rescinded,we recommend using them for screening purposes to determine level of impact) • Biological resources (California Department of Fish and Game [CDFG], U.S. Fish and Wildlife Service [USFWS1, United States Army Corps of Engineers [USACE1) • Cultural resources (State Historic Preservation Office [SHPOI) • Hazardous materials • Hydrology and water quality(Regional Water Quality Control Board [RWQCBI) • Land use (City's General Plan) • Noise (City Ordinance) • Traffic (City and Caltrans) • Water Supply Assessment Effects Identified as Potentially Significant. FCS will conduct an environmental analysis of the proposed project to include the documentation of baseline conditions, project and cumulative impact evaluations,and mitigation measures for each environmental issue.
