WORKPLAN <br /> Deliverables: One Electronic copy of die Summary of Comments/Meeting <br /> Minutes <br /> Subtask 8.4- FCS will prepare the Administrative Draft EIR and submit c: pies to the City <br /> Administrative Draft review,which will include the following: <br /> Environmental Impact <br /> Report Project Description. One of the first key actions of the EIR process will be <br /> to finalize a project description for the project and project alernatives. We <br /> will work with the City to prepare a description that articulates the project's <br /> overall objectives based on the City's direction. FCS will expand the project <br /> description prepared for the NOP to create a complete description of the <br /> Plan that reflects comments received on the NOP and input provided at Task <br /> Force meetings and other public workshops. Intended uses of the EIR (as <br /> required by CEQA Guidelines Section 15124(d)) will be provided,including a <br /> list of responsible and other agencies expected to use the FIR in decision <br /> making,and a list of approvals for which the EIR will be used. <br /> Establishment of Thresholds of Significance. FCS will utilize the City's <br /> environmental thresholds; accordingly,we will formulate a hybrid, or <br /> combined,list based on Appendix G of the CEQA Guidelines and any <br /> particular thresholds that pertain to the Specific Plan. In addition to the <br /> general standards of significance identified in the CEQA Guidelines, there <br /> are established thresholds applicable to this project, including but not limited <br /> to: <br /> • Air quality (Bay Area Air Quality Management District's [BAAQMD]) <br /> thresholds for toxic area contaminants and construction and operations <br /> emissions,as well as its per capita Green House Gas (GHG) thresholds <br /> (although the 2011 guidelines were recently rescinded,we recommend <br /> using them for screening purposes to determine level of impact) <br /> • Biological resources (California Department of Fish and Game [CDFG], <br /> U.S. Fish and Wildlife Service [USFWS1, United States Army Corps of <br /> Engineers [USACE1) <br /> • Cultural resources (State Historic Preservation Office [SHPOI) <br /> • Hazardous materials <br /> • Hydrology and water quality(Regional Water Quality Control Board <br /> [RWQCBI) <br /> • Land use (City's General Plan) <br /> • Noise (City Ordinance) <br /> • Traffic (City and Caltrans) <br /> • Water Supply Assessment <br /> Effects Identified as Potentially Significant. FCS will conduct an <br /> environmental analysis of the proposed project to include the documentation <br /> of baseline conditions, project and cumulative impact evaluations,and <br /> mitigation measures for each environmental issue.
