WORKPLAN
Aesthetics,Light, and Glare. The Specific Plan will result in development
of the East Pleasanton Specific Plan area. As such, FCS will evaluate the
expected change in visual character and light and glare, including the effects
of building height and massing, compatibility with surrounding uses,
alterations of views to Mount Diablo and to the hills and ridgelines that
enclose Pleasanton on the west and south. This analysis will employ the use
of renderings prepared as part of the Specific Plan, or visual simulations from
predetermined viewpoints. The renderings level of detail will be limited to
general depictions of potentially visible proposed grading, streets, houses,
privacy walls, and street trees (more detailed site improvement such as
sidewalks, landscaping, architectural details, etc. can be included if such
detailed design plans are available).
Potential glare impacts will also be evaluated, including scale and illumination
in relation to existing development, and glare from construction activities and
operations in the Specific Plan Area. Since the Plan Area is currently
undeveloped for the most part, lighting of the night sky may be an issue of
concern for current residents. Impacts associated with nighttime lighting
from future uses will also be evaluated. This scope of work does not include
nighttime visual simulations but this can be provided for an additional fee, if
needed. In addition, the proposed project's aesthetic characteristics will be
assessed in relation to General Plan policies,Zoning Ordinance requirements,
and the City's design standards for commercial retail developments and the
Community Design Guidelines developed for the Specific Plan will be sited.
Mitigation measures will be recommended, if necessary, to reduce any
significant impacts.
Air Quality/Greenhouse Gas Analysis.
FCS will prepare comprehensive air quality and greenhouse gas analysis for
use in preparing air quality and climate changes sections of the Draft EIR.
Air Quality Analysis. As noted in Task 2,Opportunities and Constraints
Analysis, FCS will work proactively with the Planning Team to ensure that
the Plan is self-mitigating to the greatest extent feasible.
The technical air quality analysis will be prepared in accordance with the
CEQA Guidelines and the Bay Area Air Quality Management District's
(BAAQMD) California Environmental Quality Act Air Quality Guidelines.
Although the Guidelines were recently rescinded, this scope assumes that
they will be used for screening purposes to determine whether the project
would result in a significant impact.
The air quality section will describe existing environmental conditions,
regulatory framework,project-generated air quality impacts,_mitigation to
reduce those impacts that are identified as potentially significant, and an
evaluation of significance after the application of mitigation measures. The
air quality section will describe the existing local ambient air quality condition,
identify regional and local sources of air pollution, and discuss alternative
transportation options for the Specific Plan area. FCS will also identify and
discuss current air quality planning documents and activities. The air quality
section will identify and discuss project components that avoid or reduce the
project's air-related impacts,as well as goals, policies,or other actions by the
GATES
...._ _.__.. +ASSOCIATES
