WORKPLAN <br /> Identify any known data gaps and make recommendations as appropriate for <br /> additional studies or data collection, if needed. <br /> Task 8.2 - CEQA Review The Plan area and surrounding property have been studied as part of other <br /> of Previously Prepared development and planning processes. As a result, technical studies exist that <br /> Technical Reports may provide useful information for the preparation of the HR. <br /> Before undertaking new analyses of the Plan Area, PCS will review existing <br /> technical studies. In some cases, for instance traffic counts and species <br /> surveys—the timing of information is critical. FCS will work closely with the <br /> City to identify which data and studies can be used to prepare FIR sections, <br /> and which studies must be refreshed or recreated. Wherever appropriate,we <br /> will utilize existing information that remains relevant and deg.ensible. <br /> Existing technical information includes but is not limited to the following: <br /> • Background Report prepared by Wayne Rasmussen <br /> • Background studies of the Plan Area prepared by Zone 7 and/or the <br /> prior owner <br /> • City of Pleasanton General Plan FIR <br /> • Zone 7 Stream Management Master Plan FIR <br /> • El Charro Specific Plan FIR <br /> • Staples Ranch Specific Plan FIR <br /> Subtask 8.3 - Notice of FCS will prepare a draft Notice of Preparation (NOP) for the project in the <br /> Preparation and Scoping appropriate City format. Pursuant to CEQA Section 15082, the NOP will <br /> Meeting include a brief project description including project exhibits and a discussion <br /> of environmental issues. FCS will reproduce 25 copies of the NOP and <br /> distribute 15 copies (CD/PDF) to the State Clearinghouse. The remaining <br /> 10 copies will be mailed to City staff. One camera-ready original and one <br /> CD/PDF-formatted copy of the NOP will also be submitted to the City. <br /> Pursuant to the Public Resources Code Section 21083.9,a public scoping <br /> meeting shall be held during the NOP comment period to gather public and <br /> agency comments on the scope of the EIR. FCS will attend one scoping <br /> meeting at a location to be determined by the City. During the scoping <br /> meeting, FCS shall record all public comments and, if necessary, assist the <br /> City in responding to questions regarding the environmental compliance <br /> process/content of the FIR that might be raised by agency representatives <br /> and other interested parties. <br /> Meeting graphics depicting the project and other scoping materials/handouts <br /> will be developed by Gates + Associates. For budgeting pu-poses,FCS <br /> assumes the City would be responsible for securing the meeting locations and <br /> for distributing notices publicizing the scoping meeting. <br /> Within one week of the Scoping Meeting,FCS will provide the City and <br /> Planning Team with an electronic summary of comments received at the <br /> meeting.
