He proposed that the commission visit <br /> schools, offer lectures, sponsor writing contests and in general promote Pleasanton as the premier city <br /> of peace in this country. <br /> Mayor Hosterman said it was a lovely idea and they would see what kind of response the community <br /> put forth. <br /> Cathe Norman read the names of the 45 soldiers killed in Afghanistan since the last reading. <br /> Franni Goldstein said her home, which abuts the Stoneridge Creek development, has been surrounded <br /> by construction for the last 20 years. She said it was her understanding that the Stoneridge Creek <br /> developers were limited to construction hours of Monday through Friday, 8 a.m. to 5 p.m., though she <br /> recently learned that the City also granted them permission to work on Saturdays. She said <br /> construction often begins at 6:30 a.m. and that with the addition of Saturdays, she has no opportunity <br /> for quiet enjoyment of her home. <br /> Mayor Hosterman said it is the City's job to ensure that residents are not impacted any more than <br /> absolutely necessary and also that the development project is able to move forward. She asked if Ms. <br /> Goldstein would be amenable to sitting down with City staff and the developer to reach an agreement <br /> that meets everyone's needs. Ms. Goldstein confirmed. <br /> Councilmember McGovern asked what is allowed under the conditions of approval. <br /> Assistant City Manager Bocian stated that the conditions of approval identify general construction hours <br /> as 8 a.m. to 5 p.m., Monday through Saturday. <br /> Councilmember McGovern asked and Mr. Bocian confirmed that the conditions of approval also state <br /> that if complaints are received relative to Saturday construction hours, the Director of Community <br /> Development may modify or revoke the Saturday construction hours. She said this is exactly what she <br /> had feared when the project was approved and hoped that staff has taken to heart that this is a <br /> problem. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 23. Confirm Appointments to the Ad-Hoc East Pleasanton Specific Plan Task Force <br /> Planning Manager Janice Stern presented a brief report, stating that staff is seeking confirmation of the <br /> proposed task force appointments. Per the Council's direction, staff reached out to local homeowners <br /> associations and has received designees from all those identified, with the exception of Stoneridge <br /> Park. Staff also advertized for the at-large positions to be appointed by the Council and received 16 <br /> applications for the 5 seats. <br /> The task force will be comprised of members of the Planning, Housing, and Parks and Recreation <br /> Commissions, representatives from all neighborhoods impacts by East Pleasanton development, major <br /> property owners, and the at-large appointments that provide a wider community perspective. Staff will <br /> also actively seek input from other stakeholders such as the Pleasanton Unified School District, gravel <br /> and mining interests in the area, City of Livermore, Alameda County, Pleasanton Garbage Company, <br /> and East Bay Regional Park District. <br /> She reviewed the nominated members, noting that Lionstone Group has purchased a majority of the <br /> land formerly owned by Legacy but that Steve Dunn of Legacy will remain on as the owner's <br /> representative.
