Mayor Hosterman closed the public hearing. <br /> Mr. Fialho explained that the community based theatrical production program is similar to any other <br /> recreation class offered by the City, in that the participants or actors are asked to pay a fee to help <br /> underwrite the cost of the program. The fee applies to both children and adult participants; patrons <br /> attend for free. <br /> Councilmember McGovern asked if the performances are conducted in the City's schools. <br /> Mr. Fialho said "no," the contract includes the outdoor performances in the parks and theatrical <br /> productions at the Firehouse Arts Center. <br /> Councilmember McGovern felt that $205 for a child to participate in three shows was rather expensive. <br /> Mayor Hosterman said she understood and could support the fee. <br /> Councilmember Thorne concurred. He noted that participants of youth sports activities sponsored by <br /> the City are also required to pay fees and he saw no significant difference between the two programs. <br /> Councilmember Cook-Kallio asked whether there is some benefit, aside from the performances <br /> themselves, offered by the program. <br /> Mr. Fialho confirmed and said the program includes workshops, auditions and practices leading up to <br /> the major performances, all of which are staff supported. <br /> Finance <br /> 19. Public Comment <br /> Fred Norman reported that 180 American military have been killed in Afghanistan this year. He was <br /> disappointed that he had been unable to persuade the City Council to take action to end the war.
