Mayor Hosterman read the names of the 5 at-large appointments, noting that Councilmember Thorne's <br /> nominee has stepped down and would be replaced by Bob Silva. She acknowledged concerns that in <br /> past task forces, individual members would appoint their own alternate when they were unable to <br /> attend a meeting without seeking approval from the Council. She reminded everyone that the at-large <br /> appointments are to contact the Council member that appointed them in the event that they must miss <br /> a meeting so that someone can be appointed to serve in their absence. She asked the Council whether <br /> there was any interest in monitoring the attendance of the appointees, with the ability to replace them <br /> with an alternate appointment if too many meetings are missed. <br /> Councilmember Cook-Kallio agreed that at-large appointees should not be allowed to assign their own <br /> alternates. She would also like a commitment from the Council to consider applicants who were not <br /> appointed as she would hate to dismiss those who filled out applications in lieu of someone who did not <br /> put forth the same kind of effort. <br /> Mr. Fialho said staff would likely provide the Council member who has responsibility for that individual <br /> appointment with a list of applicants. If the Council member had no interest in appointing from that list, <br /> staff would advertise the open seat. <br /> Councilmember McGovern noted that it is complicated by the fact that several of them would not be on <br /> the Council in a few months. <br /> Mr. Fialho said the point is really to acknowledge that members are sometimes no longer able to fulfill <br /> their duties. The ultimate responsibility for the appointment to the task force resides with the individual <br /> Council member who made the appointment, not the person serving in that capacity. With this general <br /> understanding, staff and the Council can work out the details at a later date. <br /> Councilmember Cook-Kallio said she would also support holding task force members to the same <br /> attendance requirements as the City's commissions. <br /> Councilmember McGovern asked and Ms. Stern confirmed that City staff intends to reach out to <br /> Community Resources for Independent Living (CRIL) in the same manner it did with the Hacienda Task <br /> Force and that CRIL or anyone else who considers themselves a stakeholder has the right to attend <br /> meetings. <br /> Ms. Stern said the meetings would be publicly advertized, largely through a special page on the City's <br /> website. The first meeting is August 2nd at 6:30 p.m. in the Veterans' Memorial Building on Main Street. <br /> Subsequent meetings will be held the first Thursday of each month at Moore School. <br /> Mayor Hosterman opened the public hearing and, seeing no speakers, closed the public hearing. <br /> MOTION: It was m/s by Cook-Kallio/McGovern to Confirm appointments to the Ad-Hoc East <br /> Pleasanton Specific Plan Task Force.
