Special Salar}, Rates - Subject to budgetary appropriation, appointments may be made to positions outside the Plan of Classification and Pay and the salary range or rate for such an employee or consultant for such special positions shall be determined by the City Council. SECTION 9. Other Rm~lo~ment Benefits - Employees working under appointments to positions included in the Plan of Classification an~ Pay which involve one-half (½) time or more shall be entitled to the following employment benefits: a) Retirement benefits according to a contract with the State Employees Retirement~ System shall be available to City ~loyees in accord- anco with the rules and regulations pertaining thereto. b) Sick leave credit for City employees shall accumulate at the rate of one (1) da~ per month of service from the date of employment, pro- vided however that actual leave may not be taken during the first six (6) months of employment. Sick leave credit for prior service shall be granted at the rate of five (5) days per year of service, prorated to the nearest full day for a fraction of one year of service. Sick leave credit may he accumulated to a maximum of ninety ~)0) days. Sick leave is a privilege and not a right. Actual leave may be granted only in the event of an actual disability of the employee prevent- ing performance of his duties.
