Councilmember Thorne said he too has heard a lot of interest and comments relating to the cemetery. He asked staff to describe the process that would allow the City to increase funding for that project. Mr. Fialho said that as part of adopting the next CIP, the Council, staff and public would have an opportunity to advance whatever projects they would like for consideration. Authorize Execution of an Agreement with the Alameda County Regional Emergency Communications Center not to exceed $189,089 Annually for Emergency Dispatch Services for the Livermore-Pleasanton Fire Department Fire Chief Miguel introduced Battalion Chief Joe Testa, Project Manager for Alameda County Regional Emergency Communications Center (ACRECC), and Deputy Chief Dave Rocha of the Alameda County Fire Department. He recognized the exceptional emergency dispatch services provided by the City of Livermore Police Department over the last sixteen years. He explained that while ACRECC dispatches both fire and ambulance services for all surrounding agencies, Pleasanton's 911 calls are received by the Pleasanton Police Department before being transferred to the City of Livermore for fire dispatch and then ACRECC for ambulance dispatch. Another issue is that ten of the valley's eighteen fire units belong to the Livermore Pleasanton Fire Department, which has no direct radio communication with neighboring units. This creates challenges in terms of efficiency, mutual aid, and duplication of service. In addition to bringing dispatch services under one regional operation, the agreement with ACRECC will allow the City to participate in its Automatic Vehicle Locator program. This allows the closest engine or paramedic service to respond to emergency calls, potentially reducing response time and redundant service even further. The agreement would also allow the department to provide emergency medical priority dispatching service, which results in a $43,000 reimbursement per advanced life support unit to be paid by the Alameda County Emergency Services Agency. Battalion Chief Testa provided a brief history on the service growth of the Livermore Pleasanton Fire Department since it was formed sixteen years before. He concurred that the proposed agreement represents some significant benefits to the community in terms of seamless response. He assured the Council that ACRECC is a secure operation that is backed by true experts in both fire and police dispatch and exceeds the standards set for emergency fire and dispatch centers in every area. ACRECC also provides several advanced technologies the City does not currently have access to which include move-up and personnel recall systems. Mayor Hosterman asked how this relates to the East Bay Regional Communications System (EBRCS). Mr. Testa stated that both the Pleasanton and Livermore Police Departments remain on track to join EBRCS in July or August. Alameda County has plans to do so at the beginning of 2013. Mr. Miguel discussed the fiscal impacts, which are essentially negligible. FY 2011-12 dispatch costs are anticipated at approximately $157,000 while proposed dispatch costs for FY 2012-12 with ACRECC are just over $164,000. He noted that the proposed contracts secure service for five years, with a maximum projected cost of $189,000 in FY 2016-17, and estimated the overall cost to be on par with the current service. He added that ACRECC would absorb the full conversion costs of joining its station alert system, which will save the department just over $200,000 in currently budgeted funds.
