which is actually for long-term sewer and maintenance needs and another $4 million of which is set aside for the downtown transportation corridor and related improvements. Councilmember McGovern requested clarification on the downtown transportation corridor allocation. Mr. Bocian explained that these funds are for the actual corridor purchase, which is payable over seven years. Mr. Bocian compared expenditures in the approved CIP to current projections. He explained that the discrepancy in beginning balances relates to more to reporting methods than actual expenditures and that capital funds allocated for the CIP are now reflected here rather than in the operating budget. He called the Council's attention to an approximately $2 million difference in transfers from what was presented, which is again a reflection of revised presentation rather than a fundamental change. Other notable changes include an increase to the CIP Reserve and increased street costs primarily related to the street overlay program that was approved as part of this evening's Consent Calendar. He reviewed program highlights, stating that while there are no new projects, there are several new expenditures and eight project amendments. Staff is also recommending the transfer of $1.8 million from the New Community Parks Site Acquisition Reserve, funded by in-lieu park dedication fees, to the Bernal Property Improvement Reserve. Specifically, staff is requesting that those funds be set aside for potential development of the oak woodland area on the Bernal site. Mr. Bocian concluded his presentation and recommended that the Council adopt the resolution approving the mid-term CIP, including related transfers and carryovers. Mayor Hosterman listed some of the major CIP projects accomplished in the last eight years. Councilmember McGovern said she spoke with Ms. Wagner regarding funds earmarked for the cemetery. Ms. Wagner indicated those monies might not be needed and she asked if they could be redirected towards Bernal Park. Mr. Bocian explained that the Finance Department would need to trace the source and obligations of that fund before making a recommendation. Mr. Fialho reminded the Council of its commitment to make certain irrigation improvements at the cemetery for which the funds would certainly be appropriate. While the City has derived revenue from the sale of plots, these funds come in slowly. Redirecting the funds noted by Councilmember McGovern would be one way to advance the project, but that is a discussion for another time. Councilmember McGovern inquired about the possibility of returning to the Bernal Park subcommittee for a status update and to examine potential funding opportunities. Mr. Fialho said staff would return with an estimate of what it would take to construct Bernal Phase Two, after which the subcommittee's involvement could be appropriate. Councilmember McGovern asked if the $105,000 budgeted for Marilyn Kane Trail is earmarked for any specific areas of improvement or expansion. Mr. Bocian stated that Parks and Recreation staff has been discussing how and where to utilize those funds, including the potential to expand the trail through the oak woodland portion of the Bernal property. Councilmember McGovern requested clarification on page 43 of the staff report, which describes a nearly $1 million decrease in the Dublin Freeway Interchange Reimbursement. Mr. Bocian clarified that the reserve, not the payment, is decreased to offset the cost of two Staples Ranch related improvements. Councilmember Cook-Kallio said that while it is extremely exciting to start taking a better look at Bernal Phase Two, she has had a number of recent conversations with members of the community regarding the cemetery and where it falls on the CIP priority list.
