Councilmember McGovern asked and Mr. Miguel confirmed that the City of Livermore would be transferring fire and ambulance dispatch services to ACRECC as well. Councilmember McGovern requested clarification on voting rights within the JPA. Mr. Miguel explained that a number of agencies are looking into ACRECC at the moment. Voting rights are not yet specified because the number of voting members is expected to change. Mayor Hosterman opened the item for public comment. Karla Brown asked if the transition is expected to inhibit communication in any way. Mr. Miguel said "no," the redundancies should in fact improve, especially following the move to EBRCS. Mayor Hosterman closed public comment. MOTION: It was m/s by McGovern/Cook-Kallio to authorize the City Manager to execute an agreement with the Alameda County Regional Communications Center not to exceed $189,089 annually for emergency dispatch services for the Livermore-Pleasanton Fire Department. Adopt a resolution calling the November 6, 2012 General Municipal Election; a resolution requesting consolidation with the Statewide General Election; and a resolution amending the regulations for candidate statements to include additional required languages Mr. Fialho summarized Councilmember McGovern's concern as relating to the third requested action. He directed the Council's attention to page 2 of the staff report, which describes an estimated cost of $1,117 for the printing of candidate statements, sample ballot and voter information pamphlet. The estimate is computed based on approximately 40,200 registered Pleasanton voters, roughly 40,000 of whom receive ballot information in English. 271 and 42 registered voters receive their information in Chinese and Spanish, respectively. He noted that candidate statements are optional and therefore, as is consistent with the 2010 election, staff is proposing that the full cost be passed on to prospective candidates. He also noted that following the election the City Clerk may either bill or reimburse candidates for any increase or decrease in expenses once the County Registrar provides specific data on the amount of materials required. Based on the 2010 figure, the county estimates the cost of candidate outreach to Pleasanton voters to be less than three cents per registered voter. In addition, candidates are required to pay a $25 filing fee as is consistent with State law. Historically, the Council has elected to pass various levels of subsidy on to candidates but the Council's policy of late has been to achieve full cost recovery wherever possible. The current proposal is consistent with the 2010 election, but it is the Council's prerogative to proceed differently. Mayor Hosterman asked where previous subsidy funds have come from. Mr. Fialho said the General Fund Contingency. Councilmember McGovern said her concern is that new candidates do not have the same benefit of fundraising over the last year that incumbents likely would and, given the current economic climate, they could incur personal debt in order to run for office.
