35. That final design of all structures including accessory <br /> buildings and fences shall be subject to approval by the <br /> Planning Division. It is intended that all structures <br /> blend with their surroundings to the maximum extent <br /> practicable. To this end, buildings materials used <br /> shall be confined mainly to varying types of wood and <br /> some types of masonry (such as slumpblock or brown brick). <br /> Colors shall be those earthtones which best-conform to <br /> the area. Bright obstrusive colors, such as white <br /> stucco walls or red roofs shall be prohibited unless <br /> it can be demonstrated that such colors woul'd not be <br /> out of character with the surroundings. <br /> <br /> 36. All fencing shall b~ subject to approval by the. Planning <br /> Division. <br /> <br /> 37. That if grading practices are required on a' lot (in order <br /> to create a building site) which are contrary to the <br /> purposes of the HPD District as determined by City staff., <br /> the applicant shall submit a revised development plan for <br /> any such lot for approval by the City. <br /> <br />38. That a lot specific soils investigation and report <br /> shall be completed by a state licensed geologist, <br /> geologic engineer or soils engineer and~approved by <br /> the Building Division prior to issuance of a building <br /> permit. The soils report and the Soil and Geologic <br /> Investigation No. 865-A66-A5 shall be used to govern <br /> how the structures will be constructed on the sites. <br /> <br />39. That should any proposed lot not have a buildable site, <br /> such lot shall.not be shown on the tentative map as a <br /> separate parcel but shall be included in the open space <br /> lands or be'added to neighboring.parcels. <br /> <br />40. That no improvement activities, including but not limited <br /> to grading, construction, tree removal or site preparation <br /> shall be initiated until all proper permits are obtained. <br /> <br />41. That a fire retardant buffer 10 ft. in width shall be <br /> provided along the length of both sides of the Twelve Oaks <br /> Drive private roadway and any other street or driveway <br /> required by the Fire Department and be engineered and <br /> landscaped in such a way as to minimize erosion to a <br /> level acceptable to the City Engineer. <br /> <br />42. That street lighting shall be provided by the d~veloper <br /> and shall be.designed to minimize intrusion of hillside <br /> lighting to the valley floor as concurred with by the <br /> City Planning Division. The lighting system on the <br /> private road shall be approved by the City Engineer, <br /> installed by the developer and maintained by the <br /> homeowners association. <br /> <br /> <br />
