c. That any grading to be performed within the <br /> project boundaries takes into account the <br /> environmental characteristics of that property, <br /> including but not limited to prominent geological <br /> features, existing stream beds and significant <br /> tree cover, and is designed in keeping with the <br /> best engineering practices to avoid erosion, <br /> slides or flooding and to have as minimal an <br /> effect on said environment as possible as shown <br /> on grading plan Exhibit B on file with the Planning <br /> Division and as required by conditions 3, 8, 11, <br /> 14, 15, 16, 31, 32, 33, 37, 38, 39, 40, 53, 54 <br /> and 74 set forth in the attached Exhibit I. <br /> <br />d. That streets, buildings and other man-made structures <br /> have been designed and located in such a manner as <br /> to complement the natural terrain and natural land- <br /> scape as shown on the development plan for the <br /> project on file with the Planning Division; and in <br /> addition, that existing roads will be used to reach <br /> the upper portions of the project; that seventy <br /> percent (70%) of the lots are not visible from the <br /> valley floor; and that as required by conditions <br /> 2, 34, 35, 36, 42 and 48, protection of natural <br /> terrain and features is afforded. <br /> <br /> e. That adequate fire safety measures have been <br /> incorporated into the design of the plan including <br /> conditions 5, 18, 22, 27, 28, 41, 44, 46, 47, 55, <br /> 58 and 64. <br /> <br />f. That the plan conforms to the purpose and intent <br /> of the Hillside Planned Development District in that: <br /> <br /> (1) Sixty-one percent (61%) of the site has been <br /> left in natural open space contiguous to the <br /> open space areas in previously approved hillside <br /> developments; <br /> <br /> (2) The project utilizes many approaches not found <br /> in conventional flatland projects such as <br /> common open space, clustered parking areas, <br /> narrower than normal streets, housing sites <br /> clustered in developable areas, and requirements <br /> for houses to conform to the existing terrain; <br /> <br /> (3) Grading has been minimized by clustering <br /> developed areas, utilizing already in place <br /> road cuts, and requiring individual house <br /> construction to minimize cuts and fills; <br /> <br /> (4) Storm drainage has been designed to eliminate <br /> erosion or flooding problems and will solve <br /> existing problems in the area; <br /> <br /> <br />
