(5) The density allowed conforms to the General <br /> Plan Land Use Element and Open Space and <br /> Conservation Element planned densities as well <br /> as meets the density requirements of the HPD <br /> Ordinance itself, and the clustering of the <br /> units has retained the steeply sloping, heavily <br /> wooded hill area as open space; <br /> <br /> (6) The open space area shown on the Land Use Map <br /> of the General Plan for the sloping portions <br /> of the site has been largely maintained as <br /> open space; the development allowed in this <br /> area is consistent with the policies of the <br /> Open Space and Conservation Element allowing <br /> some development in this area when consistent <br /> with Safety Element and other General Plan <br /> element policies; and <br /> <br /> (7) Predominant views have been maintained, and the <br /> hillside essentially will retain its present <br /> aspect -- a backdrop of heavily wooded, undeveloped <br /> hillside -- when viewed from the valley. <br /> <br /> g. The plan is consistent with the City's General Plan <br /> in that the General Plan designations for this <br /> site are: <br /> <br /> (1) Low density for the relatively flat portions <br /> of the site, and <br /> <br /> (2) Open Space (Public Healty and Safety) for the <br /> steeper portions of the site. <br /> <br /> The resulting proposed development using the HPD <br /> Ordinance reflects the concerns set forth in the <br /> Open Space and Conservation Element of the General <br /> Plan and other General Plan element policies. <br /> <br /> h. That there are on the subject property topographical <br /> features -- a deep ravine and extensive land areas <br /> over 25%% slope -- of a magnitude which causes the <br /> WIS to be significantly greater than would be the <br /> case if the features were not considered, and that <br /> justify a density adjustment for the site; an <br /> exhibit showing such features, labeled Slope Map <br /> and prepared by Plummer & Associates, is on file <br /> with the Planning Division. <br /> <br />Section 3: This ordinance shall be published once within fifteen <br /> (15) days after its adoption in "The Valley Times," a <br /> newspaper of general circulation published in the <br /> City of Pleasanton. <br /> <br /> <br />
