take over service. The County was receptive to this feedback and has hired a consultant. The proposed <br /> contract is an interim solution and would allow the City an opportunity to evaluate the working <br /> relationship in the meantime. <br /> Councilmember Sullivan asked and Mr. Smith confirmed that some of the County's infrastructure is in <br /> poor shape. Mr. Smith added that the Castlewood area has lacked preventative maintenance, which <br /> Pleasanton itself has made a priority. The County is currently working to identify its structural deficits <br /> and a plan for improvement. <br /> Councilmember Sullivan asked if a connection currently exists between the City's water system and <br /> Castlewood. Mr. Smith explained that there is an emergency backup connection, to be used only with <br /> the City's permission. <br /> Councilmember McGovern inquired about the County's water supply. Mr. Smith said it comes from a <br /> 100+ year agreement with the San Francisco Public Utilities Commission with groundwater rights to the <br /> Bernal Basin. <br /> Mr. Smith said staff was particularly sensitive about how the contract might affect Pleasanton's own <br /> customers and assured the Council that a number of safety measures were built in. The scope of work <br /> requested by the County includes operational and preventative maintenance items for a base fee, <br /> which would be used to hire an additional 0.5 full time equivalent employee. The second part of the <br /> contract structure is emergency response, which would cover the periods from 3 p.m. to 7 a.m., follow <br /> the same priority system currently utilized by the City, and be fully reimbursed by the County. Staff also <br /> structured the contract to require that the County reimburse the City for any repairs over $1,000, <br /> including labor, materials and equipment. <br /> Councilmember McGovern said she was reassured to learn that the City could recover repair and major <br /> maintenance costs, as it is clear the County has some seriously aging infrastructure. <br /> Mayor Hosterman opened and closed the public hearing. <br /> MOTION: It was m/s by Thorne/McGovern to authorize the City Manager to execute a contract with <br /> Alameda County to provide water and sewer maintenance services for the Castlewood Service Area for <br /> fiscal year 2012-13. Motion carried by the following vote: <br /> Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> 18. Consider the scope, work plan, general schedule and public input process for preparation of an <br /> East Pleasanton Specific Plan <br /> Senior Planner Stern presented a brief staff report describing the scope, schedule and public process <br /> for the East Pleasanton Specific Plan. She described the plan area as approximately 1,000 acres <br /> owned predominately by Legacy Partners, Kiewit Corporation and Zone 7 Water Agency. The General <br /> Plan's Land Use Map identifies this as a future specific plan area, lays out a broad spectrum of <br /> potential land uses, and depicts the extension of El Charro Road from 1-580 South down to Stanley <br /> Boulevard. <br /> Councilmember McGovern requested clarification on which portions of the plan area are actually <br /> available for residential development. Ms. Stern explained that the Cope Lake and areas within the <br /> airport protection boundary would be unavailable, leaving approximately 200 acres for potential <br /> residential development. <br /> City Council Minutes Page 9 of 12 May 15,2012 <br />
