Councilmember Sullivan asked and Ms. Stern confirmed that a significant portion of the plan area is <br /> situated outside the existing urban growth boundary. Ms. Stern clarified that not all of this land is <br /> developable and demonstrated this on the map. <br /> Councilmember Sullivan referred to the staff report, which mentions reevaluating the urban growth <br /> boundary. He noted that the General Plan discusses minor boundary adjustments but in general, it <br /> cannot be changed without a vote of the people. Ms. Stern explained that one of the General Plan <br /> provisions discusses reevaluating the boundary at the time that comprehensive land use designation <br /> changes are contemplated for this area in particular. As part of the process, the boundary will be <br /> evaluated and the determination made as to whether the matter requires a vote of the public. <br /> Ms. Stern continued her presentation, stating that the study will look at land use, development capacity, <br /> density, and reevaluation of the urban growth boundary; define vehicular and pedestrian circulation <br /> systems, including design for the extension of El Charro Road; plan for the extension of utilities; and <br /> create a funding mechanism for the infrastructure required to support the planned development. <br /> Staff is recommending the City Council approve the formation of a 13-member ad hoc East Pleasanton <br /> Specific Plan Task Force comprised of 2 Planning Commissioners, 1 Housing Commissioner, 1 Parks <br /> and Recreation Commissioner, 2 Major Property Owners (1-each from Kiewit and Legacy), 1 Zone 7 <br /> Water Agency representative, 6 Neighborhood Representatives (1-each from each of the following, <br /> Ironwood; The Village at Ironwood (Active Adult Community), Autumn Glen/Heritage Valley; Danbury <br /> Park; Stoneridge Park; and Mohr/Martin). <br /> Staff also proposes open meetings to encourage the same kind of communication achieved in more <br /> recent task force efforts, periodic larger community meetings, meetings with the Council and various <br /> commissions, and stakeholder meetings. Staff hopes to begin recruitment immediately and return to the <br /> Council in June or July for confirmation of the task force participants before receiving authorization for a <br /> number of consultant contracts for the related environmental analysis, engineering and circulation <br /> studies. Staff would begin with plan preparations shortly thereafter, which is expected to be an <br /> approximately 18-month process. <br /> Mayor Hosterman opened the item for public comment. <br /> Patrick Costanzo, Jr., Kiewit Infrastructure Company, requested the Council's support for the staff <br /> recommendation. He said he read the report, is excited to begin the process, and is prepared to commit <br /> the resources to work with the Council and community in creating a comprehensive plan that will be of <br /> wonderful benefit to the Pleasanton community. <br /> Carmen Rivera-Hendricksen asked whether the disabled community would have representation on the <br /> task force. <br /> Ms. Stern could not say for certain, but noted the possibility that they could fit into one of the key groups <br /> already identified. <br /> Laurie Fehlberg, Dahlin Group Architecture and Planning, said she is both a Pleasanton resident and <br /> business owner. She commended the city for undertaking this comprehensive planning process that is <br /> so critical to thoughtful community growth and said she looked forward to participating. <br /> Mayor Hosterman closed public comment. <br /> Councilmember Sullivan said the Council discussed the issue of Auf Der Maur's participation, which <br /> may go beyond basic traffic fees, in the funding for El Charro Road during the recent rezonings and <br /> City Council Minutes Page 10 of 12 May 15, 2012 <br />
