BACKGROUND <br /> The Alameda County Public Works Department (County) oversees and administers the <br /> Castlewood Service Area water and sewer systems. Staff has met with the County and <br /> the Castlewood Homeowners Association to discuss maintenance issues and <br /> recommended that the County secure the services of a qualified consultant to evaluate <br /> the current and future needs of their system and to develop a Capital Improvement Plan <br /> (CIP) so that interested agencies would be in a position to fully understand short and long <br /> term system maintenance and improvement needs. The County agreed with this <br /> approach, secured the required services and anticipates the final report being completed <br /> in FY 12/13. <br /> In prior years, the County has contracted with a private contractor, most recently the <br /> California Water Service Company, for system operation and maintenance. However, <br /> this contract has expired and the full scope of required and planned infrastructure <br /> improvements and related maintenance requirements will not be known fully until <br /> completion of the above referenced study. Because of this situation, the County through <br /> an RFP is implementing a short term maintenance arrangement with the understanding <br /> that a longer term arrangement will be implemented following completion of the study. <br /> Staff anticipates discussions with the County regarding the potential for a longer term <br /> agreement following this interim one year period. <br /> City staff reviewed the current situation and determined that there are some advantages <br /> in providing the services. First, and foremost, is assures that the system would be <br /> properly maintained to alleviate potential problems that could develop in the collections <br /> system that would then cause problems at the city maintained pump station that receives <br /> the Castlewood wastewater. Next, it allows our staff to fully evaluate the system so that <br /> we can provide input on planned upgrades and it places us in a better position relative to <br /> deciding whether or not to participate in the longer term maintenance process. Finally, it <br /> assures that the City would have input into service related decisions pertaining to this <br /> particular County service area. The City already operates the Castlewood sewer pump <br /> station for the service area, in conjunction with the County, on a contract basis. This new <br /> agreement would give us better control over the entire system and reduce the potential <br /> for problems from the Castlewood system. <br /> Disadvantages of providing the interim maintenance services include additional staff <br /> workload, particularly in the event of a major system issue and, staff anticipates that it <br /> would need to hire a part-time, temporary, limited term maintenance worker in order to <br /> offset anticipated service impacts to the Pleasanton system if the City takes on this <br /> responsibility for the Castlewood County Service Area for a one year period. <br /> The recommend contract provides for routine maintenance support during the hours of <br /> 7:00 a.m. to 3:00 p.m. seven (7) days a week. Any emergency work performed between <br /> 3:00 p.m. and 7:00 a.m. would be subject to a time and materials at the overtime rate <br /> schedule as stipulated in the contract. City fees and charges included in Exhibit B have <br /> been set to assure that City costs are covered fully. To assure that all aspects of the <br /> agreement meet City expectations, it is anticipated that the City Manager and the County <br /> may make some minor contract amendments and these will be incorporated into the final <br /> contract. <br /> Page 2 of 3 <br />
