'Si~gnificantEffect: Potential use of hazardous materials <br /> and an increase in the potential for industrial accidents. <br /> <br /> Findings: Conformance with fire department regulations <br /> and procedures will reduce the level of impacts associated <br /> with these uses. <br /> <br /> Facts: The developer will be required to conform with <br /> the procedures and regulations agreed to with the <br /> City's fire department in the regulation of the use and <br /> storage of hazardous materials. <br /> <br />14. Significant Effect: Increase in vehicular and industrial <br /> emissions will affect air quality. <br /> <br /> Finding: Mitigation measures are within the jurisdiction <br /> of another public agency (Bay Area Air Quality Management <br /> District). <br /> <br /> Facts: Development must comply with District regu- <br /> lations regarding on-site activities and emissions. <br /> <br /> Finding: Provisions for reducing automobile travel <br /> to the site and encouraging alternative means of trans- <br /> portation will reduce the vehicular emissions and <br /> affects on air quality. <br /> <br /> Facts: The developer will be required to provide on- <br /> site bicycle storage facilities, bus stops and shelters, <br /> and van pooling and flexible work hour schedules (for <br /> businesses over a certain size). <br /> <br /> Finding: Economic and social considerations make the <br /> "no project" alternative, which would not result in <br /> increases of air emissions and concentrations of carbon <br /> monoxide, infeasible. <br /> <br /> Facts: This project will provide increased employment <br /> opportunities to the local community and provide for <br /> construction and improvements to the City's transportation <br /> network (Valley Avenue). <br /> <br /> -5- <br /> <br /> <br />
