Significant Effect: Increase in traffic on a portion <br /> of Valley Avenue between Hansen Drive and Paseo Santa <br /> Cruz, which is too narrow to safely handle the increase <br /> in traffic. <br /> <br /> Finding: The Widening of Valley Avenue will mitigate <br /> this environmental impact. <br /> <br /> Facts: The widening of Valley Avenue to a 32 foot <br /> width will provide sufficient street width to handle <br /> the anticipated increase in traffic. <br /> <br />2. Significant Effect: Generation of project traffic <br /> would result in congestion on Bernal and Valley Avenues <br /> adjacent to the site. <br /> <br /> Finding: The construction.of Valley Avenue to a <br /> four lane width and the siqnalization of the Bernal <br /> Avenue/Valley Avenue intersection wilt mitigate the <br /> traffic impacts. <br /> <br /> Facts: The four lan~ TM roadway will provide sufficient <br /> width to handle the traffic levels anticipated. The <br /> signalization will provide an efficient flow of <br /> traffic involving left turn lanes to avoid stacking <br /> at this intersection. <br /> <br />3. Significant Effect: The Bernal Avenue driveway <br /> circulation may create congestion and interference with <br /> traffic flows at the Interstate 680 interchange and <br /> the Bernal Avenue/Valley Avenue intersection. <br /> <br /> Finding: The elimination of the median opening <br /> proposed on Bernal Avenue would eliminate these <br /> traffic conflicts. <br /> <br /> Facts: If the m~dian break is not allowed, right <br /> turns in and out of the driveway will eliminate the <br /> conflicts at both intersections. <br /> <br /> <br />
