Finding: Designating the areas along the Valley <br /> Avenue frontage area for commercial service users will <br /> reduce the potential for congestion at the Valley Avenue/ <br /> Bernal Avenue intersection and the Bernal Avenue 1-680 <br /> northbound on-ramp. <br /> <br /> Facts: The developer will be required to locate most <br /> service commercial uses along the Valley Avenue-frontage <br /> area in order to avoid circulation conflicts along <br /> Bernal Avenue. <br /> <br /> Finding: If necessary, improvements to the freeway <br /> interchange willreduce congestion and circulation <br /> problems. <br /> <br /> Fact: The project will be designed to provide suffi- <br /> cient space for the construction of a second freeway <br /> on-ramp and right turn approach lane on the north <br /> side of Bernal Avenue if required. <br /> <br />4. Significant Effect: Internal street alignments will <br /> encourage wrong-side-of-street maneuvers. <br /> <br /> Finding: The realignment and redesign of intersection <br /> approaches will mitigate this circulation conflict. <br /> <br /> Fact: The approval for the final design for streets <br /> serving this project will be subject to the final <br /> review of the City Engineer. <br /> <br /> Finding: Project phasing will mitigate the impact of <br /> loss of Class I soils. <br /> <br /> Facts: The developer will be required to show at <br /> each tentative map stage how phasing of project <br /> development will ensure that agricultural usage of <br /> the property will continue for the maximum short- <br /> term period. <br /> <br /> Finding: Economic, social, and environmental consi- <br /> derations make the retention of agricultural uses <br /> on this property infeasible. <br /> <br /> Facts: The General Plan Land Use designation for <br /> this property has recently been changed to the <br /> Industrial/Commercial and Offices designation and <br /> the maintenance of agricultural uses under these <br /> circumstances are considered marginal. <br /> <br /> -2- <br /> <br /> <br />
